Carroll, Gwen Smith, Lunelle <br /> Anderson, Olga Garza, Jerri Martin, Henry Kyle, Mark Hendricks, Jim Gandy, <br /> Jack Lindstrom, Richard Chaney, Kim Dallefeld, Vince VandeWalle, Stephanie <br /> Langenkamp, Frances Stovall, Tom Partin, Denny Thomas, Aart Millecam, <br /> Billy Moore, Rodney Cobb, Gregg Echols, Jerry Sebek, John Anderson, Ofe- <br /> lia Vasquez and others. <br /> Mayor Craddock called the meeting to order at 7:30 p.m. <br /> Mayor Craddock opened a public hearing to consider the 1983-1984 General, <br /> Utilities, Airport, Cemetery and Revenue Sharing Entitlement No. 15 Fund <br /> Budgets. Henry Kyle voiced objection to the General Fund and stated our <br /> Charter stated we would keep on hand a 3% reserve (contingency funds), <br /> and it was a violation of the law to have such a large fund balance as <br /> our City has ($1. 9 million). He also stated the Cemetery Commission <br /> was recommending a 2 cent tax per $100 be levied for the upkeep of the <br /> Cemetery. James Goldsmith, Chairman of the Senior Citizens Advisory <br /> Board, said the Board supported revenue sharing funds being allocated <br /> to Community Action - Senior Citizens for programs for elderly citizens. <br /> Tom Partin asked for information pertaining to the Council's budget which <br /> will affect the EMS program. He wanted to know how much would be allo- <br /> cated and stated there would be a need for $20,000 operating capital, <br /> $10,000 requested from the City and $10,000 requested from the County <br /> as start-up money in addition to the $79,000 funds already requested <br /> from the City. Denny Thomas stated he thought our City was very for- <br /> tunate to be in the position it is of having a $1.9 million fund bal- <br /> ance. Jerri Martin asked about the fund balance being used for the <br /> bond program, and City Manager Gonzalez stated a good fund balance <br /> would affect our bond rating for a bond program. Billy Moore, Chair- <br /> man of the Planning Commission, made a presentation on behalf of the <br /> Planning Commission regarding the Planning Department's budget, making <br /> recommendations to the Council for new personnel, equipment, etc. and <br /> stated if the taxpayers don't pay up front for planning, they will pay <br /> much more for lack of planning. Henry Kyle stated our proposed budget <br /> had not been prepared according to the City's Charter and pointed out <br /> to the Council sections of the Charter to read in this regard. Council <br /> Member Farr stated he felt there was still a need for more funds in the <br /> Parks Department for additional personnel. No one else wished to speak <br /> in regard to any of the funds, so Mayor Craddock closed the public <br /> hearing. <br /> * Ms. Kissler was not present at this meeting. <br />
