l03 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 30, 1983 PRESENT: Mayor Emmie Craddock Council Members *Karl W. Brown Gerald G. Womack City Attorney Barbara Jean Edwards Director of Finance Earl Williams Director of Public Works George Boeker Also Present: Jerri Martin, Mark Hendricks, Olga Garza, Mo Johnson, Jim Ludlum, Charles Chapman, Ken Claybourn, Kim Dallefeld, Rodney Cobb, Richard Medina, Ofelia Basquez, Tom Partin, Nancy Ellis, Jack Cates, Daniel Brown, Bill pryatel, Nina pryatel, Tom Allen, Margie Villalpando, Jack Lindstrom, Mary Helen Moore, Karen Brown, Jerry Sebek, Samuel Garza and others. Mayor Craddock called the meeting to order at 7:32 p.m. Mayor Craddock introduced for consideration approval of maintenance recommendations of the Parks Advisory Board of the buildings and faci- lities in Rio Vista and City Parks. Mo Johnson, Chairman of the Parks Board, said the Board recommended two personnel for upkeep of the parks and equipment for this purpose. He said they recommended a full-time park ranger who could ticket persons littering, etc. and who could ad- vise people visiting in the park; demolition of the Girl Scout Hut; and restoration of the Museum Building as a meeting room and a place to display historical artifacts; and replace and repair park equipment such as tables and grills. He stated New Braunfels and Seguin have user fees in their parks wherein visitors are charged for the use of the picnic tables, etc. He said we could possibly rent the pavilion and have a concession stand to generate funds that could be used to- ward park maintenance. He said there was a need for more access in and out of the park and recommended another road in the vicinity of the tennis courts be paved. He also stated Ramon Lucio Park was in much need of more maintenance. After much discussion the Council asked that specific figures be furnished the Council concerning some of the costs Dr. Johnson mentioned and also for costs of putting lighting in the park area and repairing the restroom facilities. Mayor Craddock introduced for consideration restoration or removal of the Museum Building. Mr. Farr moved $60,000 be placed in the budget for restoration of the building and Mr. Moore seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of allocations to outside agencies for revenue sharing funds. Mayor Craddock then moved that San Marcos Youth ServicesBureau be funded $10,000, Combined Community Action, Inc. Elderly Nutrition Program be funded $1,750, Allenwood Senior Citizens Organization be funded $1,000, and Community Action, Inc. - Senior Citizens Center be funded $21,875, and Mr. Guerra seconded the motion, which passed unanimously. * Mr. Brown was present at 8:03 p.m.
