<br />
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE
<br />CITY OF SAN MARCOS, TEXAS AMENDING THAT
<br />ORDINANCE ADOPTED SEPTEMBER 11, 1989
<br />WHICH SET FORTH AN ITEMIZED ESTIMATE OF
<br />THE EXPENSE OF CONDUCTING EACH
<br />ADMINISTRATIVE UNIT OF THE MUNICIPAL
<br />GOVERNMENT OF SAID CITY FOR THE FISCAL
<br />YEAR BEGINNING OCTOBER 1, 1989 AND ENDING
<br />ON SEPTEMBER 30, 199Ø, AND APPROPRIATED
<br />MONEY FOR THE VARIOUS FUNDS AND PURPOSES
<br />OF SUCH ESTIMATE, TO REVISE SAID
<br />ESTIMATES AND TO REAPPROPRIATE SAID
<br />FUNDS, ADOPTING SAID REVISIONS AND
<br />ESTIMATES, AND DECLARING AN EMERGENCY.
<br />
<br />\vHEREAS, after publication of notice on July 3Ø, 1989, the
<br />Ci ty Council of the City of San Marcos, Texas, held a public
<br />hearing on August 14, 1989, on the budget proposed by the City
<br />Manager for said City for the fiscal year beginning October 1,
<br />1989: and,
<br />
<br />WHEREAS, at said public hearing all interested persons were
<br />given an opportunity to be heard for or against any item or the
<br />amount of any item therein contained; and,
<br />
<br />WHEREAS, after said public hearing, the City Council of the
<br />Ci ty of San Marcos, Texas, adopted the budget for said City for
<br />the fiscal year beginning October 1, 1989 and ending on September
<br />30, 199Ø, on September 11, 1989: and,
<br />
<br />WHEREAS, said budget set forth itemized estimates of the
<br />expense of conducting the San Marcos municipal government for said
<br />fiscal year and appropriated money for the various funds and
<br />purposes of such estimate: and,
<br />
<br />WHEREAS, in accordance with Section 8.16 of the City Charter
<br />of the City of San Marcos, Texas, said City Council declares that
<br />a public necessity exists which requires amendment of said budget:
<br />now, therefore,
<br />
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:

<br />SECTION 1. That that Ordinance adopted September 11, 1989,
<br />which set forth an itemized estimate of the expense of conducting
<br />each administrative unit of the municipal government of said City
<br />for the fiscal year beginning October 1, 1989 and ending on
<br />September 30, 199Ø, and appropriated money for the various funds
<br />and purposes of such estimate, be, and the same is hereby amended
<br />as set forth in Exhibits A, B, and C which are attached hereto and
<br />incorporated herein, in words and figures as shown therein, for
<br />all intents and purposes.

<br />SECTION 2. That the said revisions and reappropriations
<br />which shall be the amended budget for the City of San Marcos,
<br />Texas, for the fiscal year 1989-9Ø beginning October 1, 1989 and
<br />ending on September 30, 199Ø, be, and the same are hereby,
<br />approved and adopted.
<br />
<br />SECTION 3. That the importance of this Ordinance creates
<br />an emergency and an imperative public necessity so that the
<br />provisions of the Charter requiring that ordinances shall be
<br />presented at three separate meetings and that no ordinance shall
<br />become effective until the expiration of ten (10) days following
<br />the date of its final passage be suspended, and these provisions
<br />are hereby suspended, and this Ordinance shall take effect and be
<br />in full force and effect from and after its adoption and after its
<br />publication in a newspaper of general circulation in the area as
<br />required by the Charter of the City of San Marcos.
