<br /> 98 <br /> Regular Meeting December 12, 1983 Page 2 <br /> Mayor Craddock introduced for consideration approval of two appoint- <br /> ments to the Arts Subcommittee. Iv1r. Farr moved to appoint Frances <br /> Breihan and Mr. Brown seconded the motion,which passed unanimously. <br /> The Council directed the City Secretary to place this item on the <br /> December 27 agenda for the second appointment to the committee. <br /> The Council then received the recommendations of the Planning Com- <br /> mission regarding the zoning in the North LBJ area. Joe Garza re- <br /> viewed the Commission's recommendations with the Council, a copy <br /> attached hereto (Jaime Iv1oore present during this discussion). Mr. <br /> Guerra moved to receive the recommendations and Ms. Kissler seconded <br /> the motion, which passed unanimously. <br /> Mayor Craddock opened a public hearing to consider approval of a Zon- <br /> ing Ordinance, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AIv1ENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br /> 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF LOT NO. <br /> SEVENTY-FOUR (74) IN PARK ADDITION, THIRD DIVISION, <br /> A/K/A llll NORTH L.B.J., FROM "R-l" (SINGLE-FAIv1ILY <br /> DWELLING DISTRICT) TO "D" (Iv1ULTI-FAIv1ILY DWELLING <br /> DISTRICT). <br /> Mayor Craddock asked if anyone wished to speak in favor of the zoning <br /> change. Edward R. Phillips, representing Robert Iv1cDonald, addressed <br /> the Council and stated the intentions of Iv1r. Iv1cDonald to build eight <br /> units, consisting of two four-plexes,on the property. He said the <br /> eight units would probably put thirty cars into the traffic of the <br /> area, which he felt would not greatly impact the existing traffic. <br /> He reminded the Council the Iv1aster Plan land use map designated the <br /> area was multi-family and requested the Council to approve the zoning <br /> request on first reading. No one else wished to speak in favor of the <br /> zoning request, so Iv1ayor Craddock asked if anyone wished to speak in <br /> opposition. Pat Norwood who lives in the area of the property <br /> in question voiced opposition to the request, stating the traffic <br /> problems of the area and the City's overabundance of multi-family <br /> dwelling units that already exist. Ted Breihan stated he was not in <br /> opposition to this particular zoning request but that the area needs <br /> more consideration and improvements to the nearby intersection. He <br /> recommended no parking signs on Chestnut and for parking to be allowed <br /> on LBJ. He stated left turn signal lanes on Chestnut were prepared <br /> by Jim Byrn years ago. Edward Phillips stated the eight proposed units <br /> would not adversely affect the traffic or sewer for the area. Ken Long <br /> stated the same agreement would be presented by future zoning requests <br /> that they would not impact the area greatly, but that the overall pro- <br /> blem must be reviewed. He recommended the Council consider a moratorium <br /> of the area until the problems of the area were addressed. Ms. Kissler <br /> asked Joe Garza about the adequacy of the sewer line in the area, because <br /> Henry Solis' report indicated the upper end of CQestnut was inadequate <br /> for expansion, as it was almost at capacity. Iv1r. Farr asked Joe Garza <br /> questions regarding how many vacant lots in the area were zoned for <br /> multi-family growth. No one else wished to speak for or against the <br /> zoning, so Iv1ayor Craddock closed the public hearing. Iv1r. Iv1oore moved <br /> the Council deny the request for zoning change and Mr. Kreczmer seconded <br /> the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration adoption of an Ordinance on <br /> emergency, the caption which was read as follows: <br />
