<br /> lO3 <br /> Regular Meeting December l2, 1983 Page 7 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEIv1BER <br /> 29, 1980 (VOL. 54) BY ZONING 3.8 ACRES OF LAND AREA <br /> IN THE J. M. VERAIv1ENDI LEAGUE NO. 2 IN SAN MARCOS, <br /> HAYS COUNTY, TEXAS, LOCATED IN THE llOO BLOCK OF <br /> UHLAND ROAD EAST, FROIv1 "AO" (AGRICULTURAL-OPEN SPACE <br /> DISTRICT) TO "Iv1H" (MOBILE HOME DISTRICT). <br /> Mayor Craddock moved to approve the Ordinance on second reading and <br /> Mr. Kreczmer seconded the motion, which passed unanimously. <br /> Iv1r. Moore moved the Council reconsider Item 9A, the Ordinance amending <br /> Article II. Service Charges, of Chapter 30, Water and Sewers and Sewage <br /> Disposal, Division 4, Sewerage System Capital Recovery Fee of the Code <br /> of Ordinances. Mr. Brown seconded the motion, which passed unanimous- <br /> ly. Iv1r. Moore stated he was opposed to the blighted geographical area <br /> in this Ordinance, in that it reduced the fee in this one area of the <br /> city but was not addressing all poverty areas. Mr. Brown stated he <br /> had the same concern and wanted the Staff to present some other method <br /> of fixing the rate before third reading. Mr. Farr then moved the Ordin- <br /> ance be tabled until such time as the Staff could make recommendations <br /> to the Council to address the poverty areas of the City. Mr. Brown se- <br /> conded the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, APPROVING AN AGREEIv1ENT BETWEEN SAID <br /> CITY AND THE STATE OF TEXAS FOR THE INSTALLATION, <br /> CONSTRUCTION, EXIS'l'ENCE, USE, OPERATION AND MAINTEN- <br /> ANCE OF TRAFFIC SIGNALS AT THE INTERSECTIONS OF THE <br /> EAST AND WEST ACCESS ROADS TO INTERSTATE HIGHWAY 35 <br /> WITH STATE HIGHWAY l23, STATE HIGHWAY 82 SOUTH lND <br /> STATE HIGHWAY 82 NORTH; AUTHORIZING THE MAYOR OF SAID <br /> CITY TO EXECUTE SAID AGREEMENT AND TRANSMIT SAID AGREE- <br /> MENT TO THE STATE OF TEXAS AND DECLARING AN EFFECTIVE <br /> DATE. <br /> Mayor Craddock moved for adoption of the Resolution and Ms. Kissler <br /> seconded the motion, which passed unanimously. <br /> Iv1ayor Craddock introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCO S, TEXAS, AUTHORIZING FREE PARKING IN METERED <br /> PARKING STALLS IN THE CENTRAL BUSINESS DISTRICT <br /> FROM MONDAY, DECEMBER 19, 1983 THROUGH TEURSDAY, <br /> JANUARY 5, 1984; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Farr moved for adoption of the Resolution and Mr. Moore seconded <br /> the motion, which passed unanimously. <br /> Mayor Craddock introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br />
