Also attached is a copy of the completed application submitted by victoria Bank. According to our Banking Services RFP Schedule, we as a committee should be analyzing proposals (one) next week and submitting our recommendation to you on April 11 for the April 23 Council Agenda. After giving this matter a great deal of thought, my summation is as follows: 'There was a Pre-Proposal Conference on March 5 and only NCNB representation showed up. As you can see by their letter, their reasons for declining had nothing to do with the format of the proposal. There was also a Final Questions date on March 9. State Bank did not attend the conference and did not make any inquiries by the final question period. My understanding is that the package did not get to Mr. Ruiz's desk until later. Neither of the savings and loans that we also sent packages responded at all. Our auditor made no comment as to the complexity of the package we prepared, so apparently he believed the format was acceptable. In talking with Mark Taylor, my impression is that he didn't feel that the package sent was unusual for this type of proposal. Although Victoria Bank commented that the package was cumbersome and confusing, they completed the application and submitted it timely. I had Doug, our accountant, review the submitted application and compare it to current services. Al though some responses are vague, and there are some increases in service fees, overall services are generally the same.
