CITY OF SAN MARCOS <br /> <br /> 1'0: LARRY GILLEY, CITY MANAGER <br /> FROM: EVA VANGI-STERN, INTERIM DIRECTOR OF FINANCE <br /> SUBJECT: BANK SERVICES PROPOSALS <br /> DATE: MARCH 31, 1990 <br /> Attached are responses from the two banks that chose not to submit <br /> completed applications. Also attached is a copy of the completed <br /> application submitted by victoria Bank. <br /> According to our Banking Services RFP Schedule, we as a committee <br /> should be analyzing proposals (one) next week and submitting our <br /> recommendation to you on April 11 for the April 23 Council Agenda. <br /> After giving this matter a great deal of thought, my summation is as <br /> follows: <br /> 'There was a Pre-Proposal Conference on March 5 and only NCNB <br /> representation showed up. As you can see by their letter, their <br /> reasons for declining had nothing to do with the format of the <br /> proposal. There was also a Final Questions date on March 9. <br /> State Bank did not attend the conference and did not make any <br /> inquiries by the final question period. My understanding is that <br /> the package did not get to Mr. Ruiz's desk until later. Neither <br /> of the savings and loans that we also sent packages responded at <br /> all. <br /> Our auditor made no comment as to the complexity of the package we <br /> prepared, so apparently he believed the format was acceptable. <br /> In talking with Mark Taylor, my impression is that he didn't feel <br /> that the package sent was unusual for this type of proposal. <br /> Although Victoria Bank commented that the package was cumbersome <br /> and confusing, they completed the application and submitted it <br /> timely. I had Doug, our accountant, review the submitted <br /> application and compare it to current services. Al though some <br /> responses are vague, and there are some increases in service fees, <br /> overall services are generally the same.
