<br /> 6 <br /> PROCESS <br />DEFINITION OF SERVICE AREAS <br />The state impact fee law permits the land use assumptions to be <br />based on system-wide service areas for assessment of water and <br />wastewater fees. Our present Capital Recovery Fee ordinance <br />applies equally to all areas within the city limits. Therefore, <br />we propose no chances in that regard. The entire city will <br />continue to be the service area for impact fee development. <br />POPULATION PROJECTION <br />The City of San Marcos does not currently estimate the population <br />of outlying areas, such as the extraterritorial jurisdiction <br />(ETJ). The current estimated population of San Marcos is 36,864. <br />Our projection of the city's population is 42,100 for the year <br />1995, and 48,700 for the year 2000. These totals are based upon <br />a combination of methodologies, including previous projections <br />prepared by the City of San Marcos Planning Department and other <br />agencies such as the Capital Area Planning Council and the Texas <br />State Data Center, and building permit/utility connection trends <br />since 1980 (the most recent year for which the total population <br />is known due to the Census). A more accurate projection will be <br />possible once we receive the results of the 1990 Census later <br />this year. It is assumed that, as the population increases, the <br />area within the City Limits will expand roughly proportionately. <br />LAND USE ASSUMPTIONS <br />Land Use Assumptions consist of proposed/anticipated changes in <br />land use intensities and densities during the ten year period for <br />which the population is projected. This is already represented <br />by the Future Land Use Plan map which was adopted in the San <br />Marcos Master Plan in 1983. However, numerous changes (land use <br />amendments) have subsequently been made to that map, and it is <br />becoming out of date due to annexations and expansion of the ETJ <br />since 1983. <br />Due to the urgency of completing this process of compliance with <br />the impact fee law, we do not have time to wait for the results <br />of the expected comprehensive Master Plan update in order to <br />obtain more accurate land use projections. Therefore, the <br />proposed map representing the land use assumptions at the present <br />time is, perhaps, less detailed than what ultimately may be <br />produced during the lengthier Master Plan update process. <br />However, every attempt has been made to take into consideration <br />any known factors which can be incorporated into the map to make <br />
