Consider adoption or direction to Staff on matters discussed in Executive Session <br />The Council reconvened into open session at approximately 6:30 p.m. The Council provided <br />direction to Staff to create a Special Meeting on July 30, 2013 to present the Appointee <br />Evaluations in Executive Session. No further direction was provided. <br />5. Receive an update from Staff and hold discussion regarding the Downtown <br />Reconstruction Project and Intersection Design, and provide direction to Staff. <br />Jennifer Shell, City Engineer, provided the Council with a presentation regarding the Downtown <br />Reconstruction Project and Intersection Design. Following discussion the Council directed Staff <br />to move forward with Staff's recommendation of an asphalt intersection with brick sidewalks <br />with concrete band. <br />6. Receive an update from Staff and hold discussion regarding the implementation of the <br />Downtown Master Plan and potential relocation of City Hall downtown, and provide <br />direction to Staff. <br />Matthew Lewis, Director of Planning and Development Services, provided the Council with a <br />presentation regarding the Downtown Master Plan and potential relocation of City Hall. <br />Following the discussion the Council directed Staff that there was no interest in relocating City <br />Hall Downtown, but would like for Staff to investigate the options for the current area and for <br />Staff to check into placing recycling bins Downtown. <br />7. Invocation <br />Reverend Brian Ferguson, with San Marcos Unitarian Universalist Church, provided this <br />evening's invocation. <br />8. Pledges Of Allegiance - United States And Texas <br />Council Member Jude Prather led the council in the pledges. <br />9. 30 Minute Citizen Comment Period <br />Jane Hughson, San Marcos, addressed the Council regarding the Charter Review commission. <br />She encouraged the Council to move elections to May and move the Mayoral Election to odd <br />numbered years. She also addressed the creation of the Comprehensive Plan Oversight <br />Committee. <br />Bill Gill, Austin, CAPCOG Air Quality Program, provided a report to the Council regarding the <br />Ozone air pollution plan. He provided a description of the plan and described the various <br />severities of ozone and the impacts that it can cause. <br />
