<br /> FLOOD INSURANCE STUDY <br /> CITY OF SAN MARCOS, HAYS AND CALDWELL COUNTIES, TEXAS <br />1.0 INTRODUCTION <br /> 1.1 Purpose of Study <br /> This Flood Insurance Study revises and updates a previous Flood <br /> Insurance Study/Flood Insurance Rate Map for the City of San Marcos, <br /> Hays and Caldwell Counties, Texas. This information will be used by <br /> the City of San Marcos to update existing floodplain regulations as <br /> part of the Regular Phase of the National Flood Insurance Program <br /> (NFIP). The information will also be used by local and regional <br /> planners to further promote sound land use and floodplain <br /> development. <br /> In some states or communities, floodplain management criteria or <br /> regulations may exist that are more restrictive or comprehensive <br /> than the minimum Federal requirements. In such cases, the more <br /> restrictive criteria take precedence and the state (or other <br /> jurisdictional ag~ncy) will be able to explain them. <br /> 1.2 Authority and Acknowledgments <br /> The sources of authority for this Flood Insurance Study are the <br /> National Flood Insurance Act of 1968 and the Flood Disaster <br /> Protection Act of 1973. <br /> The hydrologic and hydraulic analyses in this study represent a <br /> revision of the original analyses prepared by the Soil Conservation <br /> Service (SCS) for the Federal Emergency Management Agency (FEMA), <br /> under Inter-Agency Agreement No. IAA-H-8-77, Project Order No.9. <br /> This work was completed in November 1978. The hydrologic and <br /> hydraulic analyses in this updated study were prepared by the Fort <br /> Worth District of the U. S. Army Corps of Engineers (COE) under <br /> Inter-Agency Agreement No. EMW-84-E-1506, Project Order No. 1, and <br /> all amendments thereto. An updated hydraulic analysis for Bypass <br /> Creek, prepared by Naismith Engineers, Inc., for the City of San <br /> Marcos, was also included in this updated study. The work for this <br /> updated study was completed in April 1988. <br /> 1.3 Coordination <br /> On March 30,1984, an initial Consultation and Coordination <br /> Officer's (CCO) meeting was held with representatives from FEMA, the <br /> city, and the Fort Worth District of the COE (the study contractor) <br /> to determine the streams to be studied by detailed methods. <br /> The following agencies, communities, businesses, and persons were <br /> contacted for information and coordination af results: the City óf <br /> San Marcos, the U. S. Geological Survey (USGS), the U. S. Coast and <br /> Geodetic Survey (USC&GS), the Texas Department of-Highways and <br /> Public Transportation, Dewberry & Davis, the Texas Department of <br />
