Approval of a Site Preparation Permit authorizes site preparatory activities other than construction or <br />placement of a structure on the land, subject to the terms of the permit and for the duration of the permit. Approval of <br />a Site Preparation Permit also authorizes the property owner to apply for a construction permit. <br />(0i- ",lo 2009 73 § 11, °I2 ..1 09� �; i-d I ",lo. 2011 g5"5, § (3, 11 1...11) <br />Section 1„ „1...2 ,,. Sequence ofApprovals <br />(a) Prior Approvals. An application for a Site Preparation Permit shall not be approved unless the following petitions or <br />development permits, where applicable, have been approved and remain in effect for the tract, parcel or lot: <br />(1) Within the City limits: <br />a. All legislative applications; <br />b. Watershed Protection Plan (Phase 2); <br />c. Final subdivision or development plat; <br />d. Conditional Use Permit; <br />e. Cluster Development Plan; and <br />f. Special exception. <br />(2) Within the ETJ: <br />a. All legislative applications; <br />b. Watershed Protection Plan (Phase 2); and <br />c. Final Subdivision Plat or development plat. <br />(b) Accompanying Applications. A Site Preparation Permit may be accompanied by an application for a construction <br />permit for the same land, provided that the Site Preparation Permit shall be decided first. <br />Section 1 „ „ 1 „3 ,,. AppIllicatiloin Requirements <br />(a) Responsible Official. The Engineering Director shall be the responsible official for a Site Preparation Permit. The <br />2I ar7r7ong II)Director shall advise and assist the Engineering Director in evaluating and reaching a decision on the <br />application. The Directors shall coordinate review and evaluation of the application and shall formulate a single <br />decision on the Site Preparation Permit. <br />(b) Contents. The application for a separate Site Preparation Permit shall be sealed by an engineer licensed in the State <br />of Texas and prepared in accordance with Chapter 1 of the Technical Manual. <br />Section 1 „3 „1„ 4 ... The Engineering Director shall initially approve the application for a Site Preparation Permit, approve the <br />application with conditions, or deny the application, subject to appeal as provided in Section 1.8.1.6 <br />(b) Notification. The Director shall notify the applicant of the Director's decision in accordance with Article 3, Division 2 of <br />this Chapter 1. <br />(c) Time for Decision.
