IRull1 es for IIDet irimiii in iii ing Consistency <br />(a) Development applications shall be consistent with the City's adopted Master Comprehensive Plan, as amended from <br />time to time. <br />(b) A legislative development application is consistent with the City's adopted master e Plan if the <br />application is consistent with applicable policies in the Mastu r e Plan and applicable Master <br />Comprehensive Plan maps. <br />(1) In determining whether a legislative development application is consistent with a Master Comprehensive Plan <br />map, the City shall take into consideration the policies that govern interpretation of the map, as well as location <br />or property specific designations on the map. <br />(2) The I war ;d I N eiPreferred Scenario Map incorporated in the master Co e Plan is not a zoning <br />district map and shall not be construed as defining zoning district boundaries, but will be used as a guide in <br />making decisions regarding zoning. <br />(c) A quasi-judicial or administrative development application is consistent with the City's adopted GSM: ster <br />Comprehensive Plan if the application conforms with regulations in this Land Development Code that implement the <br />applicable policies of the Master e Plan. Policies or maps that have not been implemented through <br />regulations incorporated in this Land Development Code shall not be applied to quasi - judicial or administrative <br />development applications. <br />The following Master e Plan elements, Setter II "I ar ;M;;,;....and maps apply to legislative development <br />applications: <br />(a) The P "ar;Vision San Marcos Comprehensive Plan and all Setter I!!2i ll sMaps, AddendaGUrs; contents and <br />Neicthborhood Character Studies, as amended; <br />(b) Water, Wastewater and Drainage Master Plans; <br />(c) I aaiG;uru I aRld I Ir a P @,Ri ar;d It,taps,The Preferred Scenario Map and Land Use Intensity Matrix; <br />(d) The Transportation Master Plan includinct the Thoroughfare .II 2.4ar:i Map and all other Maps; <br />(e) Density Policies; <br />(f) Parks and Open Space Master Plan. <br />San Marcos, Texas, Code of Ordinances Page 4 <br />
