52 Regular Meeting Novmeber 14, 1983 Page 2 Mayor Craddock introduced for consideration approval of minutes of the Special Meeting held October 31, 1983. Mr. Brown moved to approve the minutes and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Craddock, Kissler, Kreczmer. NAY: None. ABSTAIN: Moore. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held November 2, 1983. Mr. Guerra moved to approve the minutes and Mr. Farr seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Craddock, Kissler, Kreczmer. NAY: None. ABSTAIN: Moore. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held November 7, 1983. Mr. Farr moved to approve the minutes and Ms. Kissler seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Craddock, Kissler, Kreczmer, Moore. NAY: None. ABSTAIN: None. Mayor Craddock introduced for consideration adoption of Resolution directing notice of intention to issue Certificates of Obligation for sewer system additions, extensions and improvements. Mr. Guerra moved to adopt the Resolution and Ms. Kissler seconded the motion. Mr. Fisher completed Exhibit A by designating December 19, 1983 at 7:30 p.m., for Council to conduct a negotiated sale of the certificates of obligation. The motion passed with an unanimous vote. Mayor Craddock introduced for consideration approval of appointment to Planning Commission. Mr. Farr withdrew his nomination, Sarah Bailey-Gray. Mr. Moore placed Ron Balderach in nomination. Mr. Farr moved for approval of Ron Balderach and Mr. Moore seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of implementa- tion of Ethics Review Commission's suggestion A. Persons nominated for vacancies on city boards and commissions should be provided with a copy of applicable sections of the Ethics Ordinance. Mayor Craddock moved to approve implementation of Suggestion A and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of implementa- tion of Ethics Review Commission's suggestion B. Nominees will have the opportunity to consult with either the City Attorney or a member of the Ethics Review Commission for an explanation of the statute and its application, prior to the vote on their appointment as a city officer. Mr. Kreczmer moved to approve implementation of Suggestion B and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Brown, Kissler, Kreczmer, Moore. NAY: Farr, Guerra, Craddock. ABSTAIN; None.
