Hopkins San Marcos, Texas 78666 Dear Mr. Gilley, At the request of C1otea1 Davis Haynes, Grant Administrator for the ci ty of San Marcos, I am forwarding to you the information on CTEC's Hiring Plans. CTEC recognizes that the City of San Marcos has received a grant from the Texas Department of Commerce in the amount of $500,000 in support of the city's Economic Development Program. CTEC further recognizes that the City of San Marcos is utilizing this grant to extend a water line to the CTEC development site for the purpose of encouraging local economic development including the goal of creating 65 permanent jobs and that 33 of these jobs will be filled by low and moderate income persons in accordance with the city's agreement with CTEC. CTEC will act affirmatively and aggressively in our attempt to meet its hiring plan and understands that if we are unsuccessful in meeting our job creation goal by failing to demonstrate efforts in good faith that we may be considered in breach of our contract with the city, executed November 1, 1989, and may be liable for repayment to the city the costs associated with the extension of the water line. Attached is our most current Hiring Plan. In accordance with Ref. Sec. 3A10 of the Open Records Act, CTEC requests that the City of San Marcos not disclose any information regarding CTEC salaries due to the concern that there is a likelihood of substantial competitive harm.
