<br />36 <br /> <br /> <br />ORDINANCE NO. 199Ø - 50 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET <br />ORDINANCE FOR THE 1989-l99Ø FISCAL YEAR <br />(ORDINANCE 1989-38) TO PROVIDE FUNDING FOR <br />THE SPRING LAKE WATER STORAGE TANK PROJECT AND <br />DECLARING AN EMERGENCY. <br /> <br />WHEREAS, after publication of notice on July 3Ø, 1989, the City <br />Council of the City of San Marcos, Texas, held a public hearing on <br />August 14, 1989, on the budget proposed by the City Manager for said <br />City for the fiscal year beginning October 1, 1989; and, <br /> <br />WHEREAS, at the public hearing all interested persons were given <br />an opportunity to be heard for or against any item or the amount of any <br />item therein contained; and, <br /> <br />WHEREAS, after this public hearing, the City Council adopted the <br />budget for the City for the fiscal year beginning October 1, 1989 and <br />ending on September 30, 199Ø, on September ll, 1989¡ and, <br /> <br />\vHEREAS, this budget set forth itemized estimates of the expense <br />of conducting the San Marcos municipal government for that fiscal year <br />and appropriated money for the various funds and purposes of such <br />estimate; and, <br /> <br />WHEREAS, in accordance with Section 8.16 of the City Charter of <br />the City of San Marcos, Texas, the City Council declares that a public <br />necessity exists which requires amendment of the budget; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. That that the City Budget Ordinance for the 1989-l99Ø <br />Fiscal Year (Ordinance 1989-38) is hereby amended as set forth in the <br />attached Exhibit A in order to provide funding for the Spring Lake <br />Water Storage Tank Project. <br /> <br />SECTION 2. That these revisions and reappropriations which shall <br />be the amended budget for the City of San Marcos, Texas, for the fiscal <br />year 1989-l99Ø beginning October 1, 1989 and ending on September 30, <br />199Ø, are hereby approved and adopted. <br /> <br />SECTION 3. That the importance of this Ordinance creates an <br />emergency and an imperative public necessity so that the provisions of <br />the Charter requiring that ordinances shall be presented at three <br />separate meetings and that no ordinance shall become effective until <br />the expiration of ten (lØ) days following the date of its final passage <br />be suspended, and these provisions are hereby suspended, and this <br />Ordinance shall take effect and be in full fGrce and effect from and <br />after its adoption and after its publication in a newspaper of general <br />circulation within the City as provided by the City Charter of the City <br />of San Marcos. <br /> <br />199Ø.
