43 RESOLUTION 1990-82R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPOINTING PRESIDING JUDGES AND ALTERNATE JUDGES TO SERVE IN THE BOND ELECTION OF THE CITY TO BE HELD ON SEPTEMBER 8, 199Ø; APPOINTING AN ABSENTEE VOTING CLERK FOR THE CITY; ESTABLISHING THE RATE OF COMPENSATION TO BE PAID JUDGES, CLERKS, AND ASSISTANTS TO THE TABULATION SUPERVISOR FOR SERVICES RENDERED DURING THE ELECTION, CHARGING EACH JUDGE WITH THE DUTY TO HOLD THIS ELECTION IN THE POLLING PLACE FOR EACH RESPECTIVE PRECINCT; APPOINTING A PRESIDING JUDGE OF THE CENTRAL COUNTING STATION, A TABULATION SUPERVISOR OF THE CENTRAL COUNTING STATION, AND A CENTRAL COUNTING STATION ~1ANAGER; APPROVING THE APPOINTMENT BY THE TABULATION SUPERVISOR OF CERTAIN ASSISTANTSr APPROVING THE APPOINTMENT BY THE ABSENTEE VOTING CLERK OF CERTAIN ASSISTANT ABSENTEE VOTING CLERKS, AND DECLARING AN EFFECTIVE DATE. WHEREAS, on June 25, 199Ø, the City Council of the City of San ~1arcos, Texas, adopted an ordinance ordering the holding of a bond election by the City on September 8, 199Ø, making provisions for the conduct of the election and other provisions incident to the purposes thereof, and declaring an emergency; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That Janis K. Womack be, and she is hereby appointed clerk for absentee voting for the city. PA.RT 2. That absentee voting by mail ballot shall be conducted in accordance with Chapters 84, lØl, lØ2 and lØ3 of the Election Code, V.T.C.A. The address of 63Ø East Hopkins, San Marcos, Texas, 78666 shall be the absentee clerk's mailing address to which ballot applications and ballots voted by mail may be sent for the City. PART 3. All absentee votes and other votes to be processed in accordance with absentee voting procedures pursuant to Chapter lØ4, Election Code, V.T.C.A., shall be delivered to the Absentee Ballot Board at C. M. Allen Homes Office off River Road in the City in accordance with Title 7, Election Code, V.T.C.A. The Absentee Ballot Board shall consist of Presiding Judge Margie Villalpando and Alternate Judge Soila Polanco. Absentee votes shall be counted at the central counting station. The Absentee Ballot Board shall perform in accordance with the provisions of Chapter 87, Election Code, V.T.C.A. PART 4. That an electronic voting system, as the term is defined in Section 121.ØØ3, Election Code, V.T.C.A., shall be utilized in connection with the election. This system shall be utilized for all absentee voting as well as for all precinct voting conducted on election day. Dr. Wilbon Davis is hereby appointed as programmer, and he shall prepare a program for the automatic tabulating equipment. Ample voting equipment shall be provided for absentee voting and in each of the various precincts on election day. The central counting station is established as the Conference Room, San Marcos City Hall, 63Ø East Hopkins. PART 5. That a copy of this Resolution shall be delivered on or before August 23, 199Ø to the presiding judge of each election precinct in which the election is ordered to be held, which copy shall serve as a notice or writ of election as required by section 4.ØØ7 of Chapter 4 of the Election Code, V.T.C.A. PART 6. That testing of the automatic tabulating equipment shall be performed and notice thereof given in accordance with Subchapter D of Chapter 127 of the Election code, V.T.C.A.
