<br /> 43 <br /> RESOLUTION 1990-82R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS, APPOINTING PRESIDING <br /> JUDGES AND ALTERNATE JUDGES TO SERVE IN THE <br /> BOND ELECTION OF THE CITY TO BE HELD ON <br /> SEPTEMBER 8, 199Ø; APPOINTING AN ABSENTEE <br /> VOTING CLERK FOR THE CITY; ESTABLISHING THE <br /> RATE OF COMPENSATION TO BE PAID JUDGES, <br /> CLERKS, AND ASSISTANTS TO THE TABULATION <br /> SUPERVISOR FOR SERVICES RENDERED DURING THE <br /> ELECTION, CHARGING EACH JUDGE WITH THE DUTY TO <br /> HOLD THIS ELECTION IN THE POLLING PLACE FOR <br /> EACH RESPECTIVE PRECINCT; APPOINTING A <br /> PRESIDING JUDGE OF THE CENTRAL COUNTING <br /> STATION, A TABULATION SUPERVISOR OF THE <br /> CENTRAL COUNTING STATION, AND A CENTRAL <br /> COUNTING STATION ~1ANAGER; APPROVING THE <br /> APPOINTMENT BY THE TABULATION SUPERVISOR OF <br /> CERTAIN ASSISTANTSr APPROVING THE APPOINTMENT <br /> BY THE ABSENTEE VOTING CLERK OF CERTAIN <br /> ASSISTANT ABSENTEE VOTING CLERKS, AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, on June 25, 199Ø, the City Council of the City of San <br /> ~1arcos, Texas, adopted an ordinance ordering the holding of a bond <br /> election by the City on September 8, 199Ø, making provisions for the <br /> conduct of the election and other provisions incident to the purposes <br /> thereof, and declaring an emergency; now, therefore, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. That Janis K. Womack be, and she is hereby appointed <br /> clerk for absentee voting for the city. <br /> PA.RT 2. That absentee voting by mail ballot shall be conducted in <br /> accordance with Chapters 84, lØl, lØ2 and lØ3 of the Election Code, <br /> V.T.C.A. The address of 63Ø East Hopkins, San Marcos, Texas, 78666 <br /> shall be the absentee clerk's mailing address to which ballot <br /> applications and ballots voted by mail may be sent for the City. <br /> PART 3. All absentee votes and other votes to be processed in <br /> accordance with absentee voting procedures pursuant to Chapter lØ4, <br /> Election Code, V.T.C.A., shall be delivered to the Absentee Ballot <br /> Board at C. M. Allen Homes Office off River Road in the City in <br /> accordance with Title 7, Election Code, V.T.C.A. The Absentee Ballot <br /> Board shall consist of Presiding Judge Margie Villalpando and Alternate <br /> Judge Soila Polanco. Absentee votes shall be counted at the central <br /> counting station. The Absentee Ballot Board shall perform in <br /> accordance with the provisions of Chapter 87, Election Code, V.T.C.A. <br /> PART 4. That an electronic voting system, as the term is defined <br /> in Section 121.ØØ3, Election Code, V.T.C.A., shall be utilized in <br /> connection with the election. This system shall be utilized for all <br /> absentee voting as well as for all precinct voting conducted on <br /> election day. Dr. Wilbon Davis is hereby appointed as programmer, and <br /> he shall prepare a program for the automatic tabulating equipment. <br /> Ample voting equipment shall be provided for absentee voting and in <br /> each of the various precincts on election day. The central counting <br /> station is established as the Conference Room, San Marcos City Hall, <br /> 63Ø East Hopkins. <br /> PART 5. That a copy of this Resolution shall be delivered on or <br /> before August 23, 199Ø to the presiding judge of each election precinct <br /> in which the election is ordered to be held, which copy shall serve as <br /> a notice or writ of election as required by section 4.ØØ7 of Chapter 4 <br /> of the Election Code, V.T.C.A. <br /> PART 6. That testing of the automatic tabulating equipment shall <br /> be performed and notice thereof given in accordance with Subchapter D <br /> of Chapter 127 of the Election code, V.T.C.A. <br />
