3l
MINUTES OF THE EMERGENCY MEETING OF THE
CITY COUNCIL OF THE CITY OF SAN MARCOS,
TEXAS, OCTOBER 27, 1983
PRESENT: Mayor * Ernmie Craddock
Mayor Pro-Tem Karl W. Brown
Council Members Gerald G. Farr
* Fred Guerra
Betty Jane Kissler
John A. Kreczmer
Jaime Moore
City Manager A. C. Gonzalez
City Secretary Janis K. Womack
Acting City Attorney Charles W. Chapman
Also Present: Jerri Martin, Mark Hendricks, Sarah Bailey-Gray, Vickie
Roberts and others.
Mr. Brown called the Emergency Meeting to order at 7:35 p.m.
Mr. Brown introduced for consideration adoption of an Ordinance on
emergency. Acting City Attorney
Chapman stated this would cause legal implications to discriminate
against some receiving permits and some not receiving permits. The
Council then discussed the possibility of not limiting all building
permits but only permits that included pumbing.
Mr. Farr moved to amend the Ordinance for language to be added that
in every portion of the Ordinance where building permits or applica-
tions appear, the wording be changed to include the following language:
"all building permits which include plumbing," and Mr. Moore seconded
the motion.
Mr. Kreczmer moved to amend the Ordinance to delete the following
language in the fourth paragraph of the Ordinance, "and that all
citizens must contribute in the future to the cost of future improve-
