Womack <br /> Acting City Attorney Charles W. Chapman <br /> Also Present: Jerri Martin, Mark Hendricks, Sarah Bailey-Gray, Vickie <br /> Roberts and others. <br /> Mr. Brown called the Emergency Meeting to order at 7:35 p.m. <br /> Mr. Brown introduced for consideration adoption of an Ordinance on <br /> emergency. The Ordinance was read in its entirety, the caption which <br /> reads as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ESTABLISHING A TEMPORARY MORATORIUM <br /> ON THE RECEIPT OF APPLICATIONS FOR BUILDING PERMITS <br /> FOR CONSTRUCTION WITHIN TIŒ CORPORATE LIMITS OF THE <br /> CITY OF SAN MARCOS, TEXAS, AND DECLARING AN EMERGENCY. <br /> Mr. Farr moved for adoption of the Ordinance and Ms. Kissler seconded <br /> the motion. Mr. Kreczmer voiced objection to the wording in the <br /> fourth paragraph of the Ordinance wherein the language indicated <br /> all citizens would contribute towards the cost of improvements. Mr. <br /> Moore stated he would like to have language included which would al- <br /> low for single-family dwelling permits to be issued wherein an owner <br /> of the property is building a home for himself. Acting City Attorney <br /> Chapman stated this would cause legal implications to discriminate <br /> against some receiving permits and some not receiving permits. The <br /> Council then discussed the possibility of not limiting all building <br /> permits but only permits that included pumbing. <br /> Mr. Farr moved to amend the Ordinance for language to be added that <br /> in every portion of the Ordinance where building permits or applica- <br /> tions appear, the wording be changed to include the following language: <br /> "all building permits which include plumbing," and Mr. Moore seconded <br /> the motion. <br /> Mr. Kreczmer moved to amend the Ordinance to delete the following <br /> language in the fourth paragraph of the Ordinance, "and that all <br /> citizens must contribute in the future to the cost of future improve- <br />
