Upon transfer of any LCRA employee to the <br /> statu. of CITY employee, LCRA .hall ~ransfer the present .alue <br /> of the total accrued retirement benefit. to CITY for the <br /> account of individual employees. <br /> ARTICLE 8 <br /> LIABILITY <br /> 8.1 LCRA agrees that CITY does not employ personnel <br /> experienced in the management, operation, .aintenance and con- <br /> struction of electric utility facilities and has no knowledge <br /> of what is required for the service, reliability, efficiency <br /> and economical operation of the SYSTEM. LCRA employs experi- <br /> enced personnel with full knowledge of what the safe, reliable, <br /> efficient and economical operation of the SYSTEM entails. <br /> LCRA, as Operating Agent under this Agreement, shall exercise <br /> all of its powers and discharge all of its duties under its <br /> -27- <br />
