<br />37 <br /> <br /> <br />RESOLUTION 19QØ - 120 R <br /> <br /> <br />A RESOLUTION OF THE SAN MARCOS CITY <br />COUNCIL CONCURRING 1iHTH THE 1\PPLICATION <br />ACTIONS FOR PRIVATE, LOCAL, STl\.TE AND <br />FEDERAL FUNDING BY THE CAPITAL AREA RURAL <br />TRANSPORTATION SYSTE~l AND ITS AGENTS FOR <br />THE FINAL DESIGN AND H1PLE['-1ENT1\TION OF 1\ <br />REGULAR ROUTE RUBBER-TIRED TROLLEY-B.l\.SED <br />TRANSIT SYS'rEj\l FOR OPERATION IN THE <br />CORPORA'rE LH1ITS OF THE CITY OF SAN <br />Hl\RCOS; AND DECLARING AN EFFECTIVE DATE. <br /> <br /> <br />\'HIEREAS, the City of San Marcos on September 25, 1989 did by <br />resolution of the City Council approve the creation of a Public <br />Transportation Committee to study the feasibility of establishing <br />a public transportation system in the city; and <br /> <br />WHEREAS, the Public Transportation Committee has held a <br />series of regular monthly meetings to study the issue thoroughly; <br />and <br /> <br />~"lHERE.:1\S, the Committee has revie\'\led and endorsed a <br />preliminary system design for a regular route public transit <br />system for the City; and <br /> <br />lilHEREAS, the Committee conducted a public hearing on -th<" <br />system <'lesign to receive the public t s input on the preliminary <br />system design~ and <br /> <br />T;\lHEREAS, the Capit.al Area Rural Transportation System (CARTS) <br />has agreed to proceed in the required processes for final system <br />design, grant preparation, public information activities and other <br />steps required for system implementation~ and <br /> <br />\vHEREAS, the Public Transportation Committee has by unanimous <br />vote resolved to recommend to the San 1\1arcos City Council the <br />implementation of a five-trolley based public transit system and <br />has requested that the Council through resolution implement those <br />processes require1 ~n secure funding for the implementation, <br />operation and final design of the system; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN !'t'\.RCOS, <br />TF,XAS : <br /> <br />PART I. Tha t the City of San ]\1arcos supports the <br />application{s) of CARTS for those federal, state, local and <br />private funds required for the implementation of the public <br />transi t system for the City of San ~c1arcos, as recommended by the <br />Public Transportation Committee appointed to study the feasibility <br />of establishing such a system. <br /> <br />PART 2. That the City of San ~4arcos recognizes that a local <br />financial commitment is necessary for the proposed transit syst(:'!ì11 <br />to be granted federal and state funding and instructs the City <br />Manager to 'work \'\lith CARTS and its agents to determine the level <br />and potential sources of this commitment for the Councilts review <br />and action. <br /> <br />PART 3.
