<br /> -10- <br /> (2) Temporary signs expressly exempted in Section 2-4; <br /> ( 3) Unlit signs located on property used for agricultural <br /> purposes which pertain to the sale of agricultural <br /> products produced on the premises; <br /> (4) Unlit signs, or electric signs plugged into an existing <br /> electric outlet, in first or second story windows; <br /> (5) Changing the sign copy on an existing sign, and the <br /> replacement of a nonstructural panel or sign face within <br /> a fixed frame, provided that the change does not create <br /> an off-premise sign from a sign previously classified as <br /> on-premise; and, <br /> ( 6) The painting, repainting, cleaning or other normal <br /> maintenance and repair of a sign not involving <br /> structural changes. <br />Sec. 3-2. License. <br />(a) Electric signs and all permanent signs involving structural <br /> requirements of the current city building code shall be <br /> erected only by a sign contractor licensed by the city in <br /> accordance with the following provisions. <br />(b) Application: Applications for sign contractor's licenses <br /> shall be on forms furnished by the administrator. The <br /> administrator shall, within 5 working days of the date of <br /> application for a sign contractor's license, approve or deny <br /> the application, or return it to the applicant where <br /> insufficient information has been furnished. Each license <br /> issued shall be assigned a number which will be recorded on <br /> all applications submitted by the license holder for sign <br /> permits. <br />(c) Renewal: Sign contractor's licenses shall expire on December <br /> 31 following the date of issuance, and shall be renewed <br /> annually. New licenses issued within 60 calendar days before <br /> December 31, are exempt from renewal until the following <br /> year. <br />(d) Fees: An initial fee of $50.00 and an annual renewal fee of <br /> $25.00 shall be charged for sign contractor licenses. <br />(e) Revocation and Suspension: A sign contractor's license may <br /> be revoked or temporarily suspended by the administrator upon <br /> notice in writing to the licensee if it is found that the <br /> license was issued on the basis of information which was <br /> incorrect or misleading, or if the contractor has violated <br /> any provision of this Chapter. <br />(f) Exemption: The following persons are not required to obtain <br /> a sign contractor.' s license or bond, .but shall comply with <br /> all other provisions of this Chapter: <br /> ( 1) Persons or firms who install, construct, paint, or <br /> incorporate a sign as an integral part of the facade or <br /> structure of a permitted building, accessory structure, <br /> wall, or fence; <br /> ( 2) Persons who install or erect a temporary sign, or any <br /> sign not requiring a permit; and, <br /> (3) Persons who erect a sign on the premises of a business <br /> or property under their ownership, provided the sign <br /> does not overhang public right-of-way. <br />Sec. 3-3. Inspection. <br />
