<br /> PART IV <br /> PROJECT NARRATIVE <br /> San Marcos Municipal Airport occupies an important place in the Central Texas system ot airports. It's <br /> prime location, at the midpoint between San Antonio and Austin, makes It uniquely situated to absorb an <br /> increasing share of general aviation activity in the region. In 1986, a full Instrument Landing System (ILS) <br /> was installed on the approach to Runway 12. The recently updated Airport Master Plan shows that the <br /> aircraft activity at San Marcos Municipal Airport is forecast to increase from the current 75,000 annual <br /> operations in 1987 to approximately 219,621 by the year 2005. <br /> In view of the Airport's geographic location and the increased level of activity projected for the airport, a <br /> major program of aviation facility preservation and Improvement focusing on the reconstruction of existing <br /> runways and taxiways has been ongoing during the past five years; focusing upon the FAA-funded <br /> reconstruction of Runway 12-30, the construction Of parallel taxiways, and the installation of precision <br /> instrument approach capabilities to Runway 12. With the completion of this runway Improvement, the City <br /> of San Marcos then received FAA participation in the restoration/reconstruction and lighting of Runway 08- <br /> 26, and one of the taxiways linking this runway to \he aircraft parking apron. This runway Is particularly <br /> for larger turboprop and jet aircraft; its 6,300' length pennits higher payloads and a greater margin of safety <br /> to be attained by these aircraft. With the imminent completion of the Runway 8-26 project, the City of San <br /> Marcos is now focusing upon and seeking FAA participation in improving the aircraft parking apron, <br /> providing emergency electrical power, and new medium intensity taxiway lighting as well as reconstructing <br /> the remaining taxiway "F". <br /> These improvements are listed below \n pr\or\\y order and are the princip1e items of this application for <br /> federal funds: <br /> 1. HMAC Overlay Existing Aircraft Parking Apron (Area 1). <br /> 2. HMAC Overlay Existing Aircraft Parking Apron (Area 2). <br /> 3. Reconstruct Taxiway "F". <br /> 4. New Emergency Generator. <br /> 5. New Medium Intensity Taxiway Lighting System. <br /> 6. HMAC Overlay Existing Aircraft Parking Apron (Area 3). <br /> 7. HMAC Overlay Existing Aircraft Parking Apron (Area 4). <br /> Item No.1 - HMAC Overlay Existing Aircraft Parking Apron (Area 1) Is necessary to protect the existing <br /> concrete apron from additional deterioration due to spawling and seepage of water through the cracks and <br /> joints in the concrete apron. This area of the apron is the primary aircraft parking for based and itinerant <br /> aircraft. <br /> Item No.2 - HMAC Overlay Existing Aircraft Parking Apron (Area 2) is necessary to protect the existing <br /> concrete apron from additional deterioration due to spalling and seepage of water through the cracks and <br /> joints in the concrete apron. This area of the apron will be utilized by aircraft related industry. <br /> Item No.3 - Reconstruct Existing Taxiway "F" is necessary to permit conti\1ued use of Taxiway "F" which <br /> connects Runways 8.26, 12.30 and 17-35 with the existing aircraft parking apron. Reconstruction Is also <br /> necessary to increase the strength to meet the new strengths of Runway 8-26 which Is 100,000 pounds. <br /> Taxiway "F" plays an important role of providing direct aircraft access to the Aircraft Parking Apron taxiway. <br /> Item No.4. New Emergency Generator is necessary to provide backup power to the ILS system and <br /> Runway Lighting Systems on Runways 8-26 and 12-30. It is important in light of San Marcos' "reliever" <br /> designation in the NPIAS. <br />
