<br /> BY-LAWS <br /> PLANNING COMMISSION OF THE CITY OF SAN MARCOS <br /> ARTICLE I <br /> NAME <br />The name of the Commission shall be "The Planning Commission of <br />the City of San Marcos, Texas." within these By-laws, this <br />commission may be referred to as the "Planning Commission" or the <br />"Commission." <br /> ARTICLE II <br /> PURPOSE, AUTHORITY, DUTIES <br />Section 1. The Planning commission is responsible for <br />comprehensive and long range planning for the orderly growth and <br />development of the community through the City of San Marcos <br />Master Plan and any duties as directed by City Council. <br />section 2. The Planning Commission shall have the power and be <br />required to <br />(1) be responsible to and act as an advisory body to <br /> the City Council; <br />(2) submit recommendations and observations to the City <br /> Council on all proposals which include a <br /> determination of <br /> (a) compliance with the Master Plan and <br /> (b) environmental impact statements; <br />(3) perform an ongoing review of the Master Plan, with <br /> each element of the plan being reviewed at least <br /> once each three (3) years; conduct an annual Public <br /> Hearing in connection with this review; and submit <br /> to the City Council not less than one hundred <br /> twenty (120) days prior to the beginning of the <br /> fiscal year, a list of recommended changes, if any, <br /> in the Master Plan; <br />(4) review all plans for platting and subdividing of <br /> land within the City and within adjacent areas as <br /> permitted by law; <br />(5) hold a Public Hearing at least once each three (3) <br /> years to review the subdivision ordinance; <br />(6) submit annually to the City Council not less than <br /> one hundred twenty (120) days prior to the <br /> beginning of the fiscal year, a list of recommended <br /> capital improvements found necessary or desirable; <br />(7) request, respond and receive from the Zoning <br /> Commission any recommendations or determinations on <br /> any proposal; and <br />(8) perform such other duties and be vested with such <br /> other powers as the City Council may prescribe. <br />
