60 RESOLUTION 1989-14R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING AN AREA AS AN ENTERPRISE ZONE PURSUANT TO THE TEXAS ENTERPRISE ZONE ACT (VERNON'S ANN. CIV. ST. ART. 5190.7); PROVIDNG TAX INCENTIVES; DESIGNATING A LIAISON TO ACT AS THE CITY'S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S NOMINATION OF AN AREA AS AN ENTERPRISE ZONE AND TO ITS DESIGNATION AS SUCH BY THE TEXAS DEPARTMENT OF COMMERCE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of San Marcos, Texas desires to create the proper economic and social environment to induce the investment of private resources in productive business enterprises located in an economically distressed area of the city and to provide employment to residents of such area; and, WHEREAS, certain conditions exist in such area which represent a threat to the health, safety and welfare of the people of such area; and, WHEREAS, it is necessary and in the best interest of the City to nominate such area as an enterprise zone pursuant to the Texas Enterprise Zone Act (Vernon's Ann. Civ. St. art. 5190.7) (the "Act")¡ now, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the City hereby nominates the area set within the City of San Marcos, Texas, more particularly described below as an enterprise zone in accordance with the Act: Beginning at the intersection of the Northeast ROW line of Centerpoint Road and the Southeast ROW line of Hunter Road (FM 2439): Thence, with said Southeast ROW line of Hunter Road in a generally Northeasterly direction to its intersection with the Southern ROW line of San Antonio Street. Thence, with the Southern ROW line of San Antonio Street in a Northeasterly direction to its intersection with the West corner of Block 2 of the J. Tho~as Addition to said City. Thence, in a Southeasterly direction along the boundary of said Block a distance of 180 feet (more or less) to the Southwest corner of said Block. Thence, in an East-Southeasterly direction to the intersection of a projection of said lot line with the Southeast ROW line of Martin Luther King Drive. Thence, with the Southeast ROW line of Martin Luther King Drive in a Northeasterly direction to its intersection with the Southwest ROW line of Mitchell Avenue. Thence, with the Southwest ROW line of Mitchell Avenue in a Southeasterly direction to its intersection with the centerline of Purgatory Creek. Thence, with the centerline of Purgatory Creek in a North- easterly curving to a Southeasterly direction to its intersection with the Southwest ROW line of Jackman Street. Thence, with the Southwest ROW line of Jackman Street in a Southeasterly direction to its intersection with the North ROW line of Purgatory/Gravel Street. Thence, with the projection of the North ROW line of Purgatory/Gravel Street in a Northeasterly direction to its intersection with the West ROW line of Guadalupe Street. Thence, with the West ROW line of Guadalupe Street South to its intersection with the Northwest ROW line of Interstate Highway 35.
