Marcus Jahns, Assistant City Manaqer; File SUBJECT: INTERLOCAL AGREEMENT Dote December 20, 1988 SUMMARY AND RECOMMENDATION The City of San Antonio and other Edwards Region entities have begun developing legislation for groundwater management based on the principles of the Regional Water Resources Plan. The public entities involved are also establishing a fund- ing mechanism to provide full support and ope~ations during the legislative session beginning January 10 and extending to June, 1989. In that regard, an interlocal cooperation agreement is proposed to achieve that goal. Individually, our efforts will not be successful, but through this agreement, all affected parties can contribute toward an organized established effort. Staff recommends that the City enter into this agreement and authorize expenditure of $50,000.00 as its share of the legislative program. POLICY CONSIDERATION Because there are several political subdivisions using the aquifer, legislation is needed in order to carry out a regulatory management program to prevent overdraft. Past experience has shown that a cooperative effort between these entities is effective for implementation. Interlocal agree- ments such as this, are prepared and adopted formally by each of the political subdivisions policy bodies. By means of this agreement, funding will be solicited to provide education and information to the public, including elected officials, related to regional water planning and management methods. The program will take into account and protect existing water uses, including spring flows and also consider future demands from the aquifer. The parties enter- ing into this agreement will also work together for passage of legislation to facilitate the regional program.
