Full Costs Plans based on Budgeted costs: FY 1989 FY 1990 FY 1991 The above plans will identify the various costs incurred by the City to support and administer non-general fund programs. The A-87 costs plans will contain a determination of the allowable costs (in accordance with OMB Circular A-87) of providing each supporting service, such as purchasing, legal counsel, disbursement processing, etc. The Fun cost plans will be prepared in accordance with a Full Cost concept to also incorporate general government costs (i.e., Mayor, City Council, debt service, etc.). B. Negotiation of the completed cost allocation plan with the appropriate Federal and/or State representatives if such negotiation is requested by those representatives. 3. Time of Performance. The services to be performed hereunder by the Consultant shall be undertaken and completed in such sequence as to assure their expeditious completion and best carry out the purposes of the agreement. All services required hereunder, shall be completed within six weeks from the date this contract is signed by both parties for 1989 and six (6) months after the close of the City's fiscal year in the subsequent two years.. 4. Comnensation. The City agrees to pay the Consultant a sum not to exceed Seven Thousand Five Hundred Dollars ($7,500) annually for all services required herein, which shall include reimbursement for expenses incurred. Consultant agrees to complete the project and all services provided herein for said sum. 5. Method of Payment. The Consultant shall be entitled to payment in accordance with the provisions of this paragraph. The Consultant agrees to undertake this engagement with the following advantages to the City. Upon completion of each cost plans, Consultant will compute recoveries due to the plan. Consultant will be due an amount equal to one-half of the computed recoveries but limited to the amount agreed upon in paragraph 4. All recoveries in excess of the Consultant's fees will be retained solely by the City. Payment will be due within two weeks of delivery of the plans to the City. 6. Chan2es. The City may from time to time, require changes in the scope of the services of the Consultant to be performed hereunder. Such changes, which are mutually agreed upon by and between the City and the Consultant, shall be incorporated in written amendment to this agreement. 7. Services and Materials to be Furnished by the City. The City shall furnish the Consultant with all available necessary information, data, and materials pertinent to the execution of this agreement. The City shall cooperate with the Consultant in carrying out the work herein, and shall provide adequate staff for liaison with the Consultant and other agencies of City government. 8. Termination of A2reement for Cause. If, through any cause, the Consultant shall fail to fulfill in timely and proper manner his obligation under this agreement, the City shall thereupon have the right to terminate this agreement with cause, by giving written notice to the Consultant of such termination and specifying the effective date thereof, at least five (5) days before the effective date of such termination.
