Famil'arity with and proximity to the geographic location of the project. <br /> n. Capabili~y of a branch office which will do the work to perform <br /> independently of the home office, or conversely, its capability to obtain necessary <br /> support from the home office. <br /> o. Demonstrate an understanding of the project's potential problems and the <br /> sponsor-' s special conoe:-:.:s. <br /> p. Degree of interest shown in undertaking the project. <br /> q. Capability to incorporate and blend aesthetic and architectural concepts <br /> with the project design while accomplishing the basic requirements that <br /> transportation facilities bE functional, safe, and efficient. <br /> 9. SELECTION PROCEDURES. ~he following selection procedures are recommended for <br /> projects involving Federal airport grants, provided they do not conflict with state <br /> and looallaws or regulations: <br /> a. Competitive Negotiation (Prioe Not a Selection Faotor). <br /> (1) The selection board should review the nature of the proposed project <br /> and the so ope of services to be procured in order to ensure an understanding of the <br /> project requirements and the qualifications needed by the consultant. FAA field <br /> ,ersonnel are available to aid sponsors in developing the scope of services for a <br /> ~a:-ticular project. <br /> (2) The board should develop the selection criteria and the evaluation <br /> system to be used in preparing a preselection list of consultants who are best <br /> qualified for the project and in determining the final selection. <br /> (3) To obtain experience and qualification data from potentially <br /> qualified consultants and to ensure the broadest pub1ioity concerning the sponsor's <br /> interest in obtaining oonsu1tant services, public announcements for all projects <br /> should be advertised in local newspapers, trade journals, and magazines. The <br /> public announcement should include such information as a description of the <br /> proposed project and its location, a description of the services to be procured, <br /> and the ~stimated construction cost. The announcement should also invite <br /> consul t, ~s to submit their experience and qua1ifioation data relating to the <br /> proposed project. <br /> 8 Chap 2 <br /> Par 8 <br />
