-4- (h) Summary of proposed expenditures by function, administrative unit, and activity. (i) Detailed estimates of expenditures shown separately for each activity to support summary (h) above. (j) A revenue and expense statement for all types of bonds. (k) A description of all bond issues outstanding, showing rate of interest, date of issue, maturity date, amount authorized, amount issued and amount outstanding. (1) A schedule of requirements for the principal and interest of each issue of bonds. (m) The appropriation ordinance. (n) The tax levying ordinance. By June 30 of each year, after public hearing, the City Council shall formulate a policy statement to be used by the City Manager as direction during the preparation of said proposed budget. Sec. 10.04. Delete. * * * * * Sec. 2.03. Extension or detachment of boundaries. (a) The City Council shall have power by ordinance to fix the boundary limits of the city of San Marcos; and to provide for the alteration, and extension, of said boundary limits, the detachment of territory, and the annexation of additional territory lying adjacent to the City, with or without the consent of the territory and inhabitants annexed or detached. Before the city may institute annexation or detachment proceed- ings the City Council shall provide an opportunity for all interested persons to be heard at two public hearings to be held not more than forty (40) days nor less than twenty (20) days prior to institution of such proceedings. At least one (1) public hearing shall be held within the area proposed to be annexed. Notice of such hearing shall be published in a newspaper having general circulation in the City and in the territory proposed to be annexed or detached. The notice shall be published at least once in such newspaper not more than twenty (20) days nor less than ten (10) days prior to the hearing.
