<br /> -4- <br />(h) Summary of proposed expenditures by function, <br /> administrative unit, and activity. <br />(i) Detailed estimates of expenditures shown separately <br /> for each activity to support summary (h) above. <br />(j) A revenue and expense statement for all types of <br /> bonds. <br />(k) A description of all bond issues outstanding, showing <br /> rate of interest, date of issue, maturity date, amount <br /> authorized, amount issued and amount outstanding. <br />(1) A schedule of requirements for the principal and <br /> interest of each issue of bonds. <br />(m) The appropriation ordinance. <br />(n) The tax levying ordinance. <br />By June 30 of each year, after public hearing, the City Council <br />shall formulate a policy statement to be used by the City Manager <br />as direction during the preparation of said proposed budget. <br />Sec. 10.04. Delete. <br /> * * * * * <br />Sec. 2.03. Extension or detachment of boundaries. <br />(a) The City Council shall have power by ordinance to fix <br />the boundary limits of the city of San Marcos; and to provide <br />for the alteration, and extension, of said boundary limits, <br />the detachment of territory, and the annexation of additional <br />territory lying adjacent to the City, with or without the <br />consent of the territory and inhabitants annexed or detached. <br />Before the city may institute annexation or detachment proceed- <br />ings the City Council shall provide an opportunity for all <br />interested persons to be heard at two public hearings to be <br />held not more than forty (40) days nor less than twenty (20) <br />days prior to institution of such proceedings. At least one <br />(1) public hearing shall be held within the area proposed to <br />be annexed. Notice of such hearing shall be published in a <br />newspaper having general circulation in the City and in the <br />territory proposed to be annexed or detached. The notice shall <br />be published at least once in such newspaper not more than <br />twenty (20) days nor less than ten (10) days prior to the hearing. <br />
