-6- such particular annexed area may petition the City to disannex such particular annexed area as set out in the Act. All procedures pertaining to such proposed disannexations shall be as granted by the Act. Sec. 3.06. Vacancies. A special election shall be called within ten (10) days from the date the vacancy occurs for the purpose of electing the successor or successors to the office or offices vacated. The election shall be held on the next election date authorized by state law provided that date is at least thirty (30) days from the date the election is called. If such an election is to be held within one hundred and twenty (l20) days of the next regular election, the vacancy shall be filled at the next regular election. Sec. 6.05. Council consideration and submission to voters. When the Council receives an authorized initiative petition certified by the city Secretary to be sufficient, the Council shall either: (a) Pass the initiated ordinance without amendment within thirty (30) days after the date of the certification to the Council; or (b) Submit said initiated. ordinance without amendments to a vote of the qualified voters of the City at a regular or special election to be held on the date next au- thorized by state law for municipal elections which is at least thirty (30) days after the date on which the Council acts; or (c) At such election submit to a vote of the qualified voters of the City said initiated ordinance with- out amendment, and an alternative ordinance on the same subject proposed by the Council; the voters being given the opportunity to accept either or reject both. When the Council receives an authorized referendum petition, certified by the City Secretary to be sufficient the Council shall reconsider the referendum ordinance, and if upon such reconsideration such ordinance is not repealed within thirty (30) days, it shall be submitted to the qualified voters of the City at a regular or special election to be held on the date next authorized by state law for municipal elections which is at least thirty (30) days from the last day for Council action. Special elec- tions on initiated or referred ordinances shall not be held more frequently than once each six ( 6) months, and no ordinance on the same subject as an initiated ordinance which has been defeated or on the same subject as a re- ferred ordinance which has been approved at any election may be initiated by the voters within two (2) years from the date of such election.
