<br />4 <br />Regular Meeting January 9, 1984 Page 4 <br /> AYE: Brown, Farr, Guerra, Craddock, Kissler. <br /> NAY: Kreczmer. <br /> ABSTAIN: None. <br />The Staff was directed to begin the process for the presentation of <br />the COs to the Council. <br />Mayor Craddock introduced for consideration approval of Charter Amend- <br />ments to be placed on the April, 1984 election ballot. Mayor Craddock <br />moved to approve the charter amendments presented and Mr. Farr seconded <br />the motion. During discussion the Council considered to have the provi- <br />sion of limited purpose annexation on the ballot, Section 2.04. Mr. <br />Chapman lS to request an Attorney General's opinion on limited purpose <br />annexation. Ms. Kissler moved to place on the ballot Mr. Chapman's <br />version of Section 3.11 regarding Ordinances requiring public hearings <br />and Mayor Craddock seconded the motion, which passed unanimously. Mr. <br />Farr moved to amend Section 7.06 to delete the words in parentheses <br />in Section 7.06(1)(b) and Mayor Craddock seconded the motion, which <br />passed unanimously. Mayor Craddock moved to complete the blank on <br />Page 10 in Section 8.17 to $3,000 and Ms. Kissler seconded the motion, <br />which passed unanimously. The Council then voted unanimous approval <br />of the charter amendments as presented and as amended, a copy of which <br />is attached hereto. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE 1982-41 WHICH DE- <br /> TERMINED APPROPRIATIONS FOR REVENUE SHARING ENTITLE- <br /> MENT NO. 14; AMENDING ORDINANCE 1983-45 ADOPTED SEP- <br /> TEMBER 12, 1983 WHICH SET FORTH AN ITEMIZED ESTIMATE <br /> OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br /> OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br /> CAL YEAR BEGINNING OCTOBER 1, 1983, AND ENDING ON SEP- <br /> TEMBER 30, 1984, AND APPROPRIATED MONEY FOR THE VARIOUS <br /> FUNDS AIm PURPOSES OF SUCH ESTIMATE; TO REVISE SAID <br /> ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING <br /> SAID REVISIONS AND ESTIMATES AND DECLARING AN EFFECT- <br /> IVE DATE. <br />Mayor Craddock moved for approval of the Ordinance on first reading <br />and Mr. Farr seconded the motion. Mr. Farr expressed a concern for <br />the $250.00 fee charged for a rape examination, and Chief Galchutt <br />said he was checking into the charge further. The Council voted <br />unanimous approval of the Ordinance on first reading. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> M~ ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE CODE OF <br /> ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY AD- <br /> DING AN ARTICLE TO BE NUMBERED VII TO SAID CHAPTER <br /> 2 PROVIDING FOR THE CREATION OF A COMMISSION FOR <br /> WOMEN; PROVIDING FOR THE COMPOSITION AND APPOINT- <br /> MENT OF MEMBERS OF SUCH BOARD AND THE FUNCTIONS AND <br /> DUTIES OF SUCH BOARD; AND DECLARING AN EFFECTIVE DATE. <br />
