<br />EXHIBIT A-I <br />CITY OF SAN MARCOS April 21. 1989 <br />630 E. Hopkins <br />San Marcos. TX 78666 <br /> This proffer is submitted as necessary equipment to upgrade the <br />fuel system at 630 E. Hopkins. The new E. P. A. rules, 40 CFR and the <br />Texas Water Commission rules 334.1 - 334.13 require that any tank <br />system that is removed from the ground with the intent to reuse the <br />system. must be brought up to new upgrade standards upon <br />reinstallation. <br /> It is essential that the contaminated soil surrounding the <br />10.000 gallon tank closest to the service island be removed. The soil <br />is the primary source of the existing groundwater contamination. The <br />tank has tested tight and can be resued. <br /> It has been determined by the E.P.A. that upgrading will prevent <br />and detect environmental releases of petroleum contaminants. The <br />following is an itemization of the products necessary to control and <br />minimize the risk associated with the petroleum underground storage <br />tanks.
