<br /> CJD-16 A <br /> The Agencies who collectively form the Tri-County <br /> Multi-Agency Law Enforcement Unit will have an interlocal <br /> assistance agreement to investigate. detect trends in <br /> modus operandi. and apprehend offenders of all major <br /> index crimes. (See attached agreement) <br /> The personnel of this unit will identify traveling <br /> offende~s and career criminals in the three counties of <br /> all the Agencies involved and by sharing information <br /> through the co-ordinator. identify all offenses committed <br /> by such people. In addition. the recovery of stolen <br /> merchandise will be identified and returned to the rightful <br /> owners and lead to the conviction of offenders. <br /> The liaison people assigned by each Department head <br /> will be readily available to gather at the request of the <br /> co-ordinator to do stake-outs. execute search warrants, <br /> and make arrests. <br /> The co-ordinator will report to the Administrative <br /> Board, consisting of the Sheriffs of Coma1, Guadalupe, and <br /> Hays Counties, plus the Chiefs-of-Police of New Braunfels <br /> and San Marcos. He will work at their pleasure and report <br /> in a timely manner to them about the work of the office <br /> plus on-going investigations. He will not compromise any <br /> investigation by going into extreme detail. <br /> The projected goals at completion of 12 months on <br /> December 31, 1990. are listed on CJD-16 A form. <br /> There has been an enormous increase in Major Crimes <br /> reported during the comparison dates listed hereafter for <br /> Agencies comprising the Tri-County Multi-Agency Law En- <br /> forcement Unit. <br /> Through the use of thes~ requested funds the Agencies <br /> intend to at least reduce this increase of reported Major <br /> Crimes. <br />
