City of San Marcos
Texas Capital Fund Application
Community Needs Assessment Form
Page 1
COMMUNITY NEEDS ASSESSMENT
1. Housin2 Needs

San Marcos has experienced a lapse in business growth in recent years. This
situation has produced a high rate of unemployment affecting all areas of the city
including an adjustment in housing needs. San Marcos' Housing Authority has a waiting
list for low income families seeking safe and decent shelter. The stagnant economy has
halted construction of affordable housing and limited funds are not available to implement
an aggresive rental rehab program.
2. Economic Development Needs

The extension of water services to the northern corridor along Interstate Highway
35 would enhance business expansion and create employment opportunities for the citizens
of San Marcos. The creation of jobs in the San Marcos area resulting from the location of
CTEC, a manufacturer of advanced composite technology engine components, will directly
impact and support the entire local economy. Most of the manufacturing business in San
Marcos has been in a "no-growth" mode for the last five years. Providing water service to
CTEC along the northern corridor area will be crucial in order to create much needed job
opportunities in the area.
The creation of infrastructure for CTEC through funding sources would assist in
the alleviation of local unemployment and would strengthen the City's economic outlook
for the future. According to Feb. 23, 1989 figures provided by the Texas Employment
Commission, San Marcos has a higher rate of unemployment than national, state, or county
averages.
