<br /> Part III Hays County Thoroughfare Plan <br /> Task 1 Collect and review existing data from previous <br /> transportation and land use studies throughout the <br /> county. Incorporated cities will be asked for their <br /> input. Data will include population, employment, <br /> land use, housing, development plans, and financial <br /> history. <br /> Task 2 Inventory existing streets and thoroughfares outside <br /> San Marcos for their functiomll classification, <br /> volumes, and capacities. <br /> Task 3 Evaluate thoroughfare network for continuity, <br /> consistent capacity, compatib:i.lity with growth and <br /> development pl;:¡ns, elimination of bottlenecks, <br /> railroad conflicts, stream crossings, and <br /> coordination with adjacent county and SDllPT <br /> programs. <br /> Task 4 Develop growth forecasts. Forecasts of population <br /> and employment will be combined with development <br /> plans and input from individual cities within the <br /> county. The items mentioned in Task 3 will be the <br /> prime considerations for thoroughfare improvement <br /> needs within the context of expected growth, economic <br /> development goals, and development plans. <br /> Task 5 Determine future thoroughfare improvement needs for <br /> 1995 and 2000. Included will be roadway and <br /> interchange types, desirable cross sections, grade <br /> separations, and levels of service. <br /> Task 6 Update design standards. Existing city, county, and <br /> SDHPT standards will be reviewed. Compatibility of <br /> Hays County with surrounding counties will be <br /> addressed as well ps staged development, set bo.cks, <br /> cross sections, o.nd right-of-wo.y. <br /> To.sk 7 Develop the Thoroughfare Plan based on current needs, <br /> future demand, capacity standards and existing plans. <br /> Included will be 1995 and 2000 needs, implementation <br /> responsibility, financing, cost effectiveness, and <br /> inter-agency coordination. <br /> Task S Develop costs in 1989 dollo.rs exclusive of dght-of- <br /> \.¡o.y. Unit costs used will represent a consensus from <br /> recent city, county, SDIIPT, and other projects in the <br /> county. <br /> Task 9 Document the data, plan, recommendations and prepare <br /> a county thoroughfare plan map. A set of camera- <br /> ready originuls of the report will be presented to <br /> the county for reproduction and distribution uS <br /> desired. <br /> 3 <br />
