<br /> AN OPDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br /> MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE
<br /> EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE
<br /> MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR
<br /> BEGINNING ON OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30,
<br /> 1990, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS
<br /> AND PURPOSES OF SUCH ESTIMATE; APPROPRIATING MONEY TO
<br /> PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS
<br /> ON ALL INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE FOR
<br /> THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN
<br /> CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE;
<br /> AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN DEPARTMENT
<br /> ACCOUNTS WITH THE APPROVAL OF THE CITY MANAGER,
<br /> AND DECLARING AN EMERGENCY.
<br /> WHEREAS, the Charter of the City of San Marcos, Texas provides
<br />that the City Council of said City shall set a time and place of
<br />public hearing on the proposed budget for the City and shall cause
<br />notice of said hearing and a summary of said budget to be
<br />published in one or more newspapers of general circulation in said
<br />City; and,
<br /> WHEREAS, the City Council of said City, at its special meeting on
<br />July 17, 1989, set the date of said hearing and directed that
<br />said notice and budget summary be published; and,
<br /> WHEREAS, said notice and budget summary were published in at least
<br />one newspaper of general circulation in said City on July 30, 1989 ,
<br />a date at least ten (10) days prior to the date set for said public
<br />hearing on the budget for said City for the fiscal year beginning
<br />October 1, 1989 and ending September 30, 1990; and,
<br /> WHEREAS, said public hearing on said budget was held on
<br />August 14, 1989 , a time at which all interested persons were given an
<br />opportunity to be heard for or against any item or the amount of any
<br />item contained in said budget; and,
<br /> WHEREAS, at least fourteen (14) days have elapsed since the public
<br />hearing on said budget as required by the City Charter; and,
<br /> WHEREAS, Section 8.17 of the City Charter of the City of San
<br />Marcos, Texas, provides that no expenditure can be made for purchases
<br />and contracts executed by the City unless and until the Finance
<br />Director certifies that there is to the credit of such
<br />department a sufficient unencumbered appropriation to pay for any
<br />supplies, materials, equipment, or contractual services which are
<br />requested by the head of said department; now, therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br /> SECTION 1. That the appropriations for the fiscal year beginning
<br />October 1, 1989, and ending September 30, 1990, for the different
<br />administrative units and purposes of the City of San Marcos, Texas, be
<br />fixed and determined for said term in accordance with the expenditures
<br />shown in The City of San Marcos Program and Budget 1989-1990, a copy of
<br />which shall be filed with the person performing the duties of City
<br />Secretary and which is incorporated herein for all intents and
<br />purposes.
<br /> SECTION 2. That The City of San Marcos Program and Budget
<br />1989-1990, as shown in words and figures therein be, and is hereby,
<br />approved in all respects and adopted as the budget for the City of San
<br />Marcos, Texas for the fiscal year beginning October 1,1989 and ending
<br />September 30, 1990.
<br /> SECTION 3. That the distribution and division of the above named
