EXHIBIT A
LAWRENCE J. SOUZA
ATTORNEY AT LAW 335 SOUTH PRES^
SAN ANTONIO, TEXAS 78205
(512) 271-7877
"C;
August 1, 1989
Mr. Larry Gilley
City Manager
City of San Marcos
630 East Hopkins
San Marcos, Texas 78666
RE: Representation of the City of San
Marcos/Your File No: 89-0438/Carl
H.Deal vs. Firefiqhters & Police
civil Service Commission of the citv
of San Marcos. The citv of San
Marcos and Carolyn Liner.
Individually

Dear Mr. Gilley:
By this letter I introduce myself to you as the lawyer to
which reference is made in the letter attached. The attached
letter was received on the 28th of July, 1989, after Ms. Grassle
effected her resignation.
In reference to the content 'and import of Ms. Grassle's
letter, please note the following:
I. EMPLOYMENT & REPRESENTATION:
Mr. Richard Evans, T.M.L. Litigation Director, indicated to
me that no coverage, as yet, would be provided. He indicated that
notwithstanding that no coverage would be provided, the City of
San Marcos would employ my services anterior to and until T.M.L.
became engaged as to coverage and or representation. Therefore,
the import of the caption of Ms. Grassle's letter to the effect
that my representation was to be through " ...Insurance Defense",
may be premature.
In this regard, I have also enclosed a copy of a letter which
I received on the 31st day of July, 1989, from Mr. Evans which
covers T.M.L.'s position in this regard, etc. previously sent to
Virginia May.
