FOR CONSTRUCTION OF DRAINAGE IMPROVE- <br /> MENTS FOR THE MILL STREET DRAINAGE IMPROVEMENTS PRO- <br /> JECT IN SAID CITY; ACCEPTING SAID IMPROVEMENTS FOR <br /> USE BY SAID CITY; AUTHORIZING FINAL PAYMENT IN THE <br /> AMOUNT OF $38,010.11 AND DECLARING AN EFFECTIVE <br /> DATE. <br />Mayor Craddock moved for adoption of the Resolution and Ms. Kissler <br />seconded the motion. On roll call the following vote was recorded: <br /> AYE: Farr, Craddock, Kissler, Kreczmer. <br /> NAY: Brown, Guerra. <br /> ABSTAIN: None. <br />Mayor Craddock introduced for consideration approval of proposed <br />changes in Section 3.11 of the Charter of the City of San Marcos <br />allowing presentation of Ordinances on three occasions with one <br />reading required. Mayor Craddock moved to approve the wording of <br />the amendment and Mr. Brown seconded the motion, which passed unani- <br />mously. <br />Mayor Craddock introduced for consideration approval for the closing <br />of certain streets and/or lanes of streets for the Frito Lay Tour of <br />Texas Bicycle Race to be held in San Marcos on March 4, 1984. Joe <br />Avalos was present representing the Frito Lay Tour of Texas Bicycle <br />Race and Lupe Picassio was present from the Police Department. Several <br />law enforcement officers will be used to control traffic during the <br />race. The Council had concern for the responsibility of the Frito <br />Lay Tour to clean up after the race and wanted it in writing that no <br />alcoholic beverages would be sold by those involved with the race. <br />Mayor Craddock moved to table this matter until Wednesday, February <br />15 at the 5:30 meeting so that City Attorney Hankins could prepare <br />an agreement to be executed by Frito Lay Tour of Texas' representative <br />to address the Councills concerns. Mr. Farr seconded the motion, <br />which passed unanimously. <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid twenty police vehicle emergency light bars with sirens. Mr. <br />Farr moved for authorization to bid and Mr. Brown seconded the motion, <br />which passed unanimously. <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid eighteen two-way mobile radios for the new police vehicles. Mayor <br />Craddock moved for authorization to bid and Mr. Brown seconded the mo- <br />tion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid bleachers for the Softball Complex. Mayor Craddock moved for <br />authorization to bid and Mr. Guerra seconded the motion, which passed <br />unanimously. <br />Mayor Craddock introduced for consideration approval for authorization <br />to bid an irrigation system for Charles S. Cock Home. Mr. Farr moved <br />for authorization to bid and Mr. Guerra seconded the motion, which <br />passed unanimously. <br />
