<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE
<br /> CITY OF SAN MARCOS, TEXAS AMENDING THAT
<br /> ORDINANCE ADOPTED SEPTEMBER 11, 1989
<br /> WHICH SE'r FORTH AN ITEMIZED ESTIMATE OF
<br /> THE EXPENSE OF CONDUCTING EACH
<br /> ADMINISTRATIVE UNIT OF THE MUNICIPAL
<br /> GOVERNMEN'l' OF SAID CITY FOR THE FISCAL
<br /> YEAR BEGINNING OCTOBER 1, 1989 AND ENDING
<br /> ON SEPTEMBER 30, 199Ø, AND APPROPRIATED
<br /> MONEY FOR THE VARIOUS FUNDS AND PURPOSES
<br /> OF SUCH ESTIMATE, TO REVISE SAID
<br /> ESTIlv1ATES AND TO REAPPROPRIATE SAID
<br /> FUNDS, ADOPTING SAID REVISIONS AND
<br /> ESTIMATES, AND DECLARING AN EMERGENCY.
<br /> WHEREAS, after publication of notice on July 3Ø, 1989, the
<br /> City Council of the City of San Marcos, Texas, held a public
<br /> hearing on August 14, 1989, on the budget proposed by the City
<br /> ~1anager for said City for the fiscal year beginning October 1,
<br /> 1989; and,
<br /> vilHEREAS, at said public hearing all interested persons were
<br /> given an opportunity to be heard for or against any item or the
<br /> amount of any item therein contained; and,
<br /> HHEREAS, after said public þearing, the City Council of the
<br /> City of San Marcos, Texas, adopted the budget for said City for
<br /> the fiscal year beginning October 1, 1989 and ending on September
<br /> 30, 199Ø, on September 11, 1989; and,
<br /> llHEREAS, said budget set forth itemized estimates of the
<br /> expense of conducting the San Marcos municipal government for said
<br /> fiscal year and appropriated money for the various funds and
<br /> purposes of such estimate; and,
<br /> vlHEREAS, in accordance with Section 8.16 of the City Charter
<br /> of the City of San Marcos, Texas, said City Council declares that
<br /> a public necessity exists which requires amendment of said budget;
<br /> now, therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS:
<br /> SECTION 1. That that Ordinance adopted September 11, 1989,
<br /> which set forth an itemized estimate of the expense of conducting
<br /> each administrative unit of the municipal government of said City
<br /> for the fiscal year beginning October 1, 1989 and ending on
<br /> September 30, 199Ø, and appropriated money for the various funds
<br /> and purposes of such estimate, be, and the same is hereby amended
<br /> as set forth in Exhibits A, which is attached hereto and
<br /> incorpora ted herein, in words and figures as shown therein, for
<br /> all intents and purposes.
<br /> SECTION 2. That the said revisions and reappropriations
<br /> which shall be the amended budget for the City of San Marcos,
<br /> Texas, for the fiscal year 1989-9Ø beginning October 1, 1989 and
<br /> ending on September 30, 199Ø, be, and the same are hereby,
<br /> approved and adopted.
<br /> SECTION 3. That the importance of thi s Ordinance creates
<br /> an emergency and an imperative public necessity so that the
<br /> provisions of the Charter requiring that ordinances shall be
<br /> presented at three separate meetings and that no ordinance shall
<br /> become effective until the expiration of ten (10) days following
<br /> the date of its final passage be suspended, and these provisions
<br /> are hereby suspended, and this Ordinance shall take effect and be
<br /> in full force and effect from and after its adoption and after its
<br /> publication in a newspaper of general circulation in the area as
<br /> required by the Charter of the City of San Marcos.
