<br />74. <br /> <br />RESOLUTION 2005- <br /> <br />127 <br /> <br />R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A SERVICE <br />CONTRACT FOR WATER TREATMENT FACILITIES OPERATIONS AND <br />ASSET MANAGEMENT BETWEEN THE CITY AND THE GUADALUPE- <br />BLANCO RIVER AUTHORITY; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. The City has determined that it is int the City's best interests to contract with a third-party <br />operator on a long-term basis to operate and maintain certain water treatment facilities assets and to <br />meet the requirements of applicable law. <br /> <br />2. The City issued a request for proposals on January 11, 2004 to certain firms for the <br />provision of water treatment facilities operations, and set forth in the RFP the criteria for selection <br />of the preferred proponent. Four addenda to the RFP were issued on February 20,2004, February <br />23, 2004, February 26, 2004 and March 3, 2004 respectively. <br /> <br />3. Proposals submitted in response to the RFP were received on March 11, 2004. <br /> <br />4. A Request for Clarification was issued on September 21, 2004. Three addenda to the <br />Request for Clarification were issued on October 5, 2004, November 1, 2004 and November 15, <br />2004 respectively. Proposal clarification submittals were received on November 29,2004. <br /> <br />5. Based on an evaluation utilizing the evaluation factors and selection criteria and <br />following the review and selection process identified in the RFP, the City selected the proposal <br />submitted by the Guadalupe-Blanco River Authority as the most advantageous proposal received in <br />response to the City's RFP with respect to water treatment system operations. <br /> <br />6. In February 2005 the City initiated the contract negotiations with the Guadalupe-Blanco <br />River Authority which have concluded with the Service Contract for Water Treatment Facilities <br />Operations and Asset Management attached to this Resolution. <br /> <br />BEITRESOL VED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />PART 1.
