<br /> Mayor Craððock called the meeting to order at 5:30 p.m.
<br /> Mayor Craddock advised the Council would canvass the returns of the
<br /> General and Special Election held April 5, 1986. The Council reviewed
<br /> the returns of the election.
<br /> Mayor Craddock introduced for consideration adoption of an Ordinance
<br /> on emergency, which Ordinance was read in its entirety into the record
<br /> as it was not posted 72 hours prior to the meeting, the caption which
<br /> reads as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br /> MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RESULTp
<br /> OF THE REGULAR AND SPECIAL ELECTIONS HELD ON APRIL 5,
<br /> 1986 FOR TEE PURPOSE OF ELECTING A MAYOR, A CITY COUN-
<br /> CIL 11EMBER, PLACE ONE, A CITY COUNCIL MEMBER, PLACE TWO,
<br /> AND CONSIDERING AMENDMENTS TO THE CHARTER OF SAID CITY,
<br /> THE REMOVAL OF PARKLAND AND MUNICIPAL AIRPORT RESTRIC-
<br /> TIONS ON THE USE OF CERTAIN CITY-OvffiED PROPERTY, AND
<br /> TEE ACQUISITION BY SAID CITY OF CERTAIN LAND TO BE
<br /> USED AS A NATURE CONSERVANCY AND DRAINAGE BASIN FOR
<br /> 'I'EE PROTECTION OF THE pAN MARCOS RIVER; AND DECLARING
<br /> AN EMERGENCY.
<br /> Mr. Farr moved for adoption of the Ordinance on emergency and Ms. Kissler
<br /> seconded the motion. Mr. Farr moved to amend the Ordinance in the fifth
<br /> paragraph on the first paqe to insert the names of the Council Members
<br /> present: Karl W. Brown, Bill Coddington! Gerald G. Farr, Emmie Craddock,
<br /> Fred Guerra, Betty Jane Kissler and William C. Nicola, and Mr. Coddington
<br /> seconded the motion, which passed unanimously. The Council then voted
<br /> unanimously for adoption of the Ordinance.
