RESOLUTION 2013 -198R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE IMPLEMENTATION OF <br />MEASURES UNDER A REGIONAL OZONE ADVANCE PROGRAM <br />ACTION PLAN TO MEET NATIONAL AMBIENT AIR QUALITY <br />STANDARDS; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The local governments within the Austin/Round Rock/San Marcos Metropolitan <br />Statistical Area, including the counties of Bastrop, Caldwell, Hays, Travis and Williamson, <br />recognize that they have periodically monitored high ozone values close to exceeding the 8 -hour <br />National Ambient Air Quality Standards (NAAQS) for ozone, and may therefore be subject to <br />nonattainment designation by the Environmental Protection Agency (EPA) if high ozone values <br />are monitored in the future. <br />2. The Ozone Advance Program is a voluntary local approach to ozone attainment <br />whose purpose is to encourage early emission reduction that will help keep the area in <br />attainment of the ozone NAAQS. <br />3. An Action Plan under the Ozone Advance Program would achieve air quality and <br />public health benefits by implementing early voluntary pollution control measures for ozone <br />tailored to local conditions before air quality standard violations occur or before Federal <br />measures are mandated. <br />4. The City of San Marcos is a member of the Central Texas Clean Air Coalition <br />(CAC) of the Capital Area of Governments. <br />5. The CAC has signed up to participate in the Ozone Advance Program and has <br />committed to submit an Action Plan by December 31, 2013. <br />6. The CAC has requested that its members consider committing to emission <br />reduction measures as part of this Action Plan. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. That the City of San Marcos commits to continue to implement the <br />measures that were implemented under the region's 8 -Hour Ozone Flex Plan, listed in <br />Attachment A and to also implement the following measures listed in Attachment B as part of <br />the region's Ozone Advance Program Action Plan, and directs staff to implement these <br />measures as part of the Action Plan. <br />PART 2. It is hereby officially found and determined that the meeting at which this <br />Resolution is passed is open to the public and that public notice of the time, place and purpose <br />
