Call to Order and Announce a Quorum is Present <br />With a quorum present, regular meeting of the San Marcos City Council was called to order by <br />Mayor Daniel Guerrero at 5:30 p.m. on Tuesday, December 3, 2013 in the Council Chambers of <br />the City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Invocation <br />Pastor Lacy Schwein from Promiseland Church provided this evening's invocation. <br />4. Pledges of Allegiance - United States and Texas <br />The Council led the assembly in the Pledges of Allegiance. <br />5. 30 Minute Citizen Comment Period <br />Rasmey Raymond, San Marcos, addressed the Council regarding a towing fee that she received. <br />She was told by the Sheriff's office that she had 48 hours to remove the vehicle, but instead her <br />truck was towed by SMPD sooner than 48 hours. She stated that she was unaware of the law <br />
