52 RESOLUTION 1985-28R A RE ro WTI ON OF 'THE CITY COUNCIL OF 'THE CITY OF SAN MARCOS, TEXAS, APPROVING 'THE TERMS OF A PREAPPLlCATION FOR FEDERAL ASSISTANCE 10 EXPAND 'THE SAN MARCOS FUBLIC LIBRARY BY MEANS OF A LIBRARY SERVICES AND CDNS'IRUCTION ACT TITLE II GRANT; AUTHORIZING THE MAYOR 10 EXæUTE SAID PREAPPLICATION ON BEHALF OF SAID CI'IY; AUTHORI ZING THE FILING OF AN APPLICATION IF APPROPRIATE AND DæLARING AN EFFECTIVE DATE. WHEREAS, the City of S:m Marcos, Texas, could be eligible to recei ve up to $100,000 for library construction projects by applying for a Library Services and Construction Act (LOCA) Title II grant; and, WHEREAS, there currently exists a critical need to expand reader space, shelving space and workspace at the San ~1arcos Public Library; and, WHEREAS, the expansion of the 10,416 square foot building which currently houses the San Marcos Public Libary by 9,500 square feet will allow the Library to meet desirable minimum space standards for the pcpulation it serves; and, WHEREAS, the Master Plan for San Marcos, Texas states as an objective the expansion of the Library; and, WHEREAS, in April 1984 the San Marcos voters gave approval to the City to issue $450,000 in general obligation oonds to expand the library building, now, therefore, BE IT REroLVED BY THE CITY CDUNCIL OF 'THE CITY OF SAN MARCOS, TEXAS: PART 1. That the terms, conditions and representations of the Preapplication For Federal Assistance for funding in the amount of $100,000 by means of a Library Services and Construction Act Title II grant for a project to expand the San Marcos Public Library located at 310 W. Hutchison Street in said City by 9,500 square feet, a copy of which Preapplication is attached hereto as Exhibit A and incorporated herein for all purposes, are hereby approved. PART 2. That those assurances required by said Act, shown on the attached Exhibit B, which is incorporated herein for all purposes, are hereby approved. PART 3. That the Mayor of the City of San Marcos, Texas, Ehlmie Craddock, is hereby authorized to execute said Preapplica tion for Federal Assistance on behalf of said City. PART 4. That Stephanie I.angenkamp, Library Director for the City of San Marcos, Texas, is hereby authorized to file said Preapplication on behalf of said City and act as the official representative of the said City in connection with said Preapplication and to provide such additional information as may be required. PART 5. That Stephanie I.angenkamp is hereby authorized to file an applica tion on behalf of the City and act as the official representati ve of the City in connection with the application if invi ted to do so by that Texas State Library and Archives Canmi t tee. That the Mayor of the City of San Marcos, Texas, Ehlmie Craddock, is hereby authorized to execute said application (if one is invited) and any other related documents that are necessary to secure said grant.
