Herrerra <br /> Director of Finance Nora Chavez <br /> Also Present: Billy Wilkes, Vince VandeWalle, Bill Taylor, Melissa <br /> Millecam and others. <br /> Mayor Pro-Tempore Gerald Farr called the meeting to order at 5:00 p.m. <br /> Mr. Coddington moved the Council adjourn into Executive Session pursuant <br /> to Article 6252-17, §2 (e), V.A.C.S., to seek the City Attorney's advice <br /> with respect to matters where the duties of the City Attorney to the City <br /> pursuant to the Code of Professional Responsibility of the State Bar of <br /> Texas clearly conflicts with Article 6252-17. Ms. Kissler seconded the <br /> motion, which passed unanimously (5:03 p.m.). <br /> Mr. Brown moved to convene temporarily at 5:19 p.m. and Mr. Coddington <br /> seconded the motion, which passed unanimously. <br /> Mr. Farr introduced for consideration approval of insurance coverages <br /> for the City. Mr. Herrerra advised the Council most of the City's <br /> coverages expired April 1st and that Bill Taylor Insurance and Texas <br /> Municipal League had gathered quotes for the City, but that Bill Taylor <br /> had been successful in finding coverage for all the policies needed by <br /> the City. Mr. Taylor then reviewed with the Council the various cover- <br /> ages, companies and quotations he had gathered on the City's behalf. <br /> Francis Fey of the Texas Municipal League then verbally reviewed with <br /> the Council the coverages he was able to gather information on. TML's <br /> workmen's compensation policy provides a 25% discount up front plus a <br /> dividend based on the City's losses. After much discussion with Messrs. <br /> Taylor and Fey City Manager Gonzalez recommended to the Council it would <br /> be advantageous for the City of have TML provide the City's workmen's <br /> compensation coverage and Mr. Taylor to provide all the other insurance <br /> coverages and City Attorney Hankins recommended the Council in approv- <br /> ing the coverages with Mr. Taylor make the motion contingent on the ex- <br /> clusions of Marinco's Public Official Liability Policy that it be at <br /> least as extensive as the policy in force now; and that if it is not, <br /> the Council meet again to consider approval of Public Official Liability <br /> with another company. Ms. Kissler moved to approve Texas Municipal <br /> League to provide the City's workmen's compensation coverage and Mr. <br /> Bill Taylor to provide all other coverages, contingent on the exclusions <br /> of Marinco's Public Official Liability Policy (as set out by Mr. Hankins) <br /> and that the City Council hold a Workshop in ten months to review the <br /> City's insurance coverages, and Mr. Coddington seconded the motion, <br /> which passed unanimously. <br /> * Mayor Craddock and Messrs. Guerra and Moore were not present at this <br /> meeting. <br />
