71 RESOLUTION No. 1983-38R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS OF A PREAPPLICATION FOR FEDERAL ASSISTANCE TO EXPAND THE SAN MARCOS PUBLIC LIBRARY BY MEANS OF A LIBRARY SERVICES AND CONSTRUCTION ACT TITLE II GRANT; AUTHORIZING THE MAYOR TO EXECUTE SAID PREAPPLICATION ON BEHALF OF SAID CITY; AUTHORIZING THE FILING OF SAID PREAPPLICATION; AUTHORIZING FUNDING IN A AMOUNT OF $450,000 IF SAID PREAPPLICATION IS APPROVED AND DECLARING AN EFFECTIVE DATE. WHEREAS, the United States government, as a part of the Emergency Jobs Prograœ,has recently appropriated $50,0001000 for public library construction grants; and, WHEREAS, under said program, the City of San Marcos, Texas, could be eligible to receive up to $100,000 for library construc- tion projects by applying for a Library Services and Construction Act (LSCA) Title II grant; and, WHEREAS, there currently exists a critical need to expand reader space, shelving space and workspace at the San Marcos Public Library; and WHEREAS, the expansion of the 10,660 square foot building which currently houses the San Marcos Public Library by 12,400 square feet will allow the Library to meet desirable minimum space standards for the population it serves; and, WHEREAS, the Master Plan for San Marcos, Texas states as an objective the expansion of the Library; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the terms, conditions and representations of the Preapplication For Federal Assistance for funding in the amount of $100,000 by means of a Library Services and Construction Act Title II grant for a project to expand the San Marcos Public Library located at 310 W. Hutchison Street in said City by 12,400 square feet, a copy of which Preapplication is attached hereto as Exhibit A and incorporated herein for all purposes/are hereby approved. PART 2. That those assurances required by said Act, shown on the attached Exhibit B, which is incorporated herein for all purposes, are hereby approved. PART 3. That the Mayor of the City of San Marcos, Texas, Emmie Craddock, is hereby authorized to execute said Preapplication for Federal Assistance on behalf of said City. PART 4. That Stephanie Langenkamp, Library Director for the City of San Marcos, Texas, is hereby authorized to file said Preapplica- tion on behalf of said City and act as the official representative of the said City in connection with said Preapplication and to pro- vide such additional information as may be required. PART 5. That funding in the amount of $450~000 is hereby authorized if said Preapplication i$approved, PART 6. That this resolution shall become effective immediately from and after its passage.
