<br />71 <br />RESOLUTION No. 1983-38R <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, APPROVING THE TERMS OF <br />A PREAPPLICATION FOR FEDERAL ASSISTANCE TO <br />EXPAND THE SAN MARCOS PUBLIC LIBRARY BY MEANS <br />OF A LIBRARY SERVICES AND CONSTRUCTION ACT <br />TITLE II GRANT; AUTHORIZING THE MAYOR TO <br />EXECUTE SAID PREAPPLICATION ON BEHALF OF SAID <br />CITY; AUTHORIZING THE FILING OF SAID PREAPPLICATION; <br />AUTHORIZING FUNDING IN A AMOUNT OF $450,000 <br />IF SAID PREAPPLICATION IS APPROVED AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br /> <br /> <br />WHEREAS, the United States government, as a part of the <br />Emergency Jobs PrograĆ,has recently appropriated $50,0001000 <br />for public library construction grants; and, <br /> <br />WHEREAS, under said program, the City of San Marcos, Texas, <br />could be eligible to receive up to $100,000 for library construc- <br />tion projects by applying for a Library Services and Construction <br />Act (LSCA) Title II grant; and, <br /> <br />WHEREAS, there currently exists a critical need to expand <br />reader space, shelving space and workspace at the San Marcos Public <br />Library; and <br /> <br />WHEREAS, the expansion of the 10,660 square foot building <br />which currently houses the San Marcos Public Library by 12,400 <br />square feet will allow the Library to meet desirable minimum <br />space standards for the population it serves; and, <br /> <br />WHEREAS, the Master Plan for San Marcos, Texas states as <br />an objective the expansion of the Library; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That the terms, conditions and representations of the <br />Preapplication For Federal Assistance for funding in the amount of <br />$100,000 by means of a Library Services and Construction Act Title <br />II grant for a project to expand the San Marcos Public Library <br />located at 310 W. Hutchison Street in said City by 12,400 square <br />feet, a copy of which Preapplication is attached hereto as Exhibit <br />A and incorporated herein for all purposes/are hereby approved. <br /> <br />PART 2. That those assurances required by said Act, shown on the <br />attached Exhibit B, which is incorporated herein for all purposes, <br />are hereby approved. <br /> <br />PART 3. That the Mayor of the City of San Marcos, Texas, <br />Emmie Craddock, is hereby authorized to execute said Preapplication <br />for Federal Assistance on behalf of said City. <br /> <br />PART 4. That Stephanie Langenkamp, Library Director for the <br />City of San Marcos, Texas, is hereby authorized to file said Preapplica- <br />tion on behalf of said City and act as the official representative <br />of the said City in connection with said Preapplication and to pro- <br />vide such additional information as may be required. <br /> <br />PART 5. That funding in the amount of $450~000 is hereby <br />authorized if said Preapplication i$approved, <br /> <br />PART 6.
