George Vonderlippe, representing the Heritage <br />Neighborhood Association, stated there was excessive traffic and <br />speeding through the neighborhood, and they would like to work <br />with the City Council and the Boards to resolve the problems. <br />Kyev Tatum stated he attended the Leadership San Marcos class and <br />was interested in the fire training facility. He stated the <br />Women's Center wanted the building; however, he would like the <br />building to be returned to the Dunbar community to restore and <br />maintain for meeting purposes. Mr. Tatum suggested the building <br />be placed at the 600 block of M.L.K. Drive, M.L.K. at Endicott or <br />500 Center Street. Mr. Tatum requested the project be funded <br />through the Community Development Block Grant. Cheryl Chance, a <br />business incubator owner in Austin, stated she was in favor of <br />the Small Business Incubator Program and felt it was an asset to <br />women and minority businesses. <br />Mayor Morris introduced a public hearing regarding the City's <br />Small business Incubator Program including (1) the proposed <br />proj ect, (2) the amount of funds being requested, (3) estimated <br />amount of funds proposed for activities that will benefit <br />low/moderate income persons, and (4) the plans of the City to <br />minimize displacement of persons and to assist persons actually <br />displaced as a result of activities, if applicable. Mayor Morris <br />opened the public hearing and asked if anyone wished to speak <br />regarding the small business incubator program. Vikki Fruit <br />introduced an overview of the project. She stated the <br />application proposes to establish a Small Incubator Program in <br />San Marcos and Hays County to serve entrepreneural and start-up <br />business efforts. The funds available through the Texas <br />Department of Commerce are targeted for purchase and/or <br />construction or rehabilitation of a facility at $379,000 at a <br />one-to-one local match. Ms. Fruit stated the program would <br />receive $86,000 from the San Marcos Industrial Foundation and <br />$30,000 from Hays County, in cash and in-kind staff.
