41 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 28, 1981 C PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Robert L. Cavazos Berry R. Womack City Attorney *** Barbara Edwards Acting Director of Public Works George Boeker Director of Finance Earl Williams Also Present: Bill Pryatel, Nina Pryatel, Jerri Martin, Jeff Watkins, Chris Bishop, Jane Wilson, Don Butler, Gregg Echols, Kelly Kilber, R. M. Tinstman and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held September 14, 1981. Mr. Brown moved to approve the minutes and Mr. James seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held September 21, 1981. Mr. Kreczmer moved to ap- prove the minutes and Mr. Brown seconded the motion, which passed una- nimously. Mayor Craddock introduced for consideration the appointment of two mem- bers to the Library Board. Mr. Kreczmer moved to approve the nominations of Dr. Rudolf Kirk and Mrs. Delia Lucio and Mr. James seconded the mo- tion, which passed unanimously. Mayor Craddock introduced for consideration approval of City Manager A. C. Gonzalez's nomination to the Personnel Appeals Board, Mary S. Tijerina. Mr. James moved to approve the nomination of Mary S. Tije- rina and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced for discussion review of the policy terms of Board, Commission and Committee members. By resolution adopted by the City Council January 12, 1981, members of Boards, Commissions or Author- ities terms of office were limited to two consecutive terms of office. Mayor Craddock stated she would receive comments from anyone who wished to address this matter. Nina Pryatel stated she thought the limitation of two terms was a good policy so that more members of the community would have the opportunity to serve on Boards. Mr. Kreczmer indicated he was in favor of the two-term limitation because it allowed new mem- bers with new ideas and fresh thoughts to contribute to the Boards. Mayor Craddock commented she thought all Boards should be totally in- dependent of the City Council. Mr. James stated he thought it was ex- pensive to remove experienced members from the Boards, and Mr. Cavazos agreed with Mr. James. Mr. Brown stated he thought the two-term policy should not necessarily apply to all Boards, that exceptions needed to be made from time to time, as were made for the Central Texas Higher Education Authority and Master Plan Committee. (Mrs. Mendez was present at the meeting at this time, 7:47 p.m.). * Elida Mendez came to the meeting at 7:47 p.m. ** Tess Norris was not present at this meeting. *** Barbara Edwards was not present at this meeting (vacation).
