41 <br />MINUTES OF THE REGULAR MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SEPTEMBER 28, 1981 <br />C <br />PRESENT: Mayor Emmie Craddock <br />Council Members Karl W. Tinstman and others. <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br />Mayor Craddock introduced for consideration approval of the minutes of <br />the Regular Meeting held September 14, 1981. Mr. Brown moved to approve <br />the minutes and Mr. James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of the minutes of <br />the Special Meeting held September 21, 1981. Mr. Kreczmer moved to ap- <br />prove the minutes and Mr. Brown seconded the motion, which passed una- <br />nimously. <br />Mayor Craddock introduced for consideration the appointment of two mem- <br />bers to the Library Board. Mr. Kreczmer moved to approve the nominations <br />of Dr. Rudolf Kirk and Mrs. Delia Lucio and Mr. James seconded the mo- <br />tion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of City Manager <br />A. C. Gonzalez's nomination to the Personnel Appeals Board, Mary S. <br />Tijerina. Mr. James moved to approve the nomination of Mary S. Tije- <br />rina and Mr. Brown seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for discussion review of the policy terms of <br />Board, Commission and Committee members. By resolution adopted by the <br />City Council January 12, 1981, members of Boards, Commissions or Author- <br />ities terms of office were limited to two consecutive terms of office. <br />Mayor Craddock stated she would receive comments from anyone who wished <br />to address this matter. Nina Pryatel stated she thought the limitation <br />of two terms was a good policy so that more members of the community <br />would have the opportunity to serve on Boards. Mr. Kreczmer indicated <br />he was in favor of the two-term limitation because it allowed new mem- <br />bers with new ideas and fresh thoughts to contribute to the Boards. <br />Mayor Craddock commented she thought all Boards should be totally in- <br />dependent of the City Council. Mr. James stated he thought it was ex- <br />pensive to remove experienced members from the Boards, and Mr. Cavazos <br />agreed with Mr. James. Mr. Brown stated he thought the two-term policy <br />should not necessarily apply to all Boards, that exceptions needed <br />to be made from time to time, as were made for the Central Texas Higher <br />Education Authority and Master Plan Committee. <br />(Mrs. Mendez was present at the meeting at this time, 7:47 p.m.). <br />* Elida Mendez came to the meeting at 7:47 p.m. <br />** Tess Norris was not present at this meeting. <br />*** Barbara Edwards was not present at this meeting (vacation).
