62 MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 14, 1981 PRESENT: Mayor Council Members City Manager City Secretary City Attorney Director of Finance Director of Public Safety Karl W. Mayor Craddock called the meeting to order at 4:00 p.m. Mayor Craddock introduced for consideration the adoption of a Resolu- tion approving a nomination to the Hays County Central Appraisal Dis- trict Board of Directors, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING A CANDIDATE FOR THE BOARD OF DIRECTORS OF THE HAYS COUNTY APPRAISAL DISTRICT FOR THE PERIOD BEGINNING JANUARY 1, 1982; DIRECTING THE MAYOR TO SUBMIT THE NAME OF THE NOMINEE TO THE COUNTY CLERK OF HAYS COUNTY; AND DECLARING AN EFFECT- IVE DATE. Mr. Brown moved to nominate John Kreczmer as a candidate for the Board of Directors of the Hays County Appraisal District and to adopt the Re- solution and Mrs. Mendez seconded the motion. On roll call the follow- ing vote was recorded: AYE: Brown, Cavazos, James, Craddock and Mendez. NAY: None. ABSTAIN: Kreczmer. Mayor Craddock introduced for consideration approval of a Freese and Nichols' wastewater treatment facility plan. Mr. Adrian Huckabee of Freese and Nichols addressed the Council, stating that the Plan they were requesting approval of was the identical plan presented to the Council a month prior and which they held a public hearing on Septem- ber 30, 1981. Their plan includes expansion of Wastewater Treatment Plant No. 2 to handle wastewater needs through the year 2000, expan- sion of the main lift station, installation of a 20-inch force main from the lift station to Plant No. 2, new sewer collection lines to two subdivisions within the City that have inadequate sewers, rehabi- litation to existing sewer lines and some other work relating to the dismantling of Treatment Plant No. 1. It would be approximately five to six months before the project could get underway. After some dis- cussion Mr. James moved to approve the wastewater treatment facility plan and directed staff to proceed and Mr. Kreczmer seconded the mo- tion, which passed unanimously. * Tess Norris and Barbara Edwards were not present at this meeting.
