Kyle, Edra Allbright, Bill Bourland, Joe Garza, Dinah Elwell, <br />Jim Miller, John Anderson, Charley Williams, Andrew Gary, Mr. and Mrs. <br />Craig Johnson, Keith Cotton, Joe Dobie, Brenda Chastain and others. <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br />Mayor Craddock introduced for consideration approval of the minutes of <br />the Regular Meeting held September 28, 1981. Mr. James moved to approve <br />the minutes and Mr. Kreczmer seconded the motion. On roll call the fol- <br />lowing vote was recorded: <br />AYE: Brown, Cavazos, James, Craddock, Kreczmer and Mendez. <br />NAY: None. <br />[l <br /> <br />ABSTAIN: Norris. <br />Mayor Craddock opened a public hearing to consider the appeal of T. C. <br />Johnson, Ruth Johnson and Craig Johnson from a specific use permit grant- <br />ed by the Planning and Zoning Commission on July 21, 1981. H. C. Kyle, <br />III, an attorney representing the Johnson family, addressed the Council. <br />He stated some of the bad incidences that have occurred in local drink- <br />ing establishments, such as knifings and a murder in the Cat's Meow. <br />He stated that the Johnson home would not be suitable as a single- <br />family residence much longer with the zonings in the area permitting <br />alcoholic beverage consumption. Mr. Bahm and P. Keith Cotton, the <br />owners of Chicago Flame Company, a local restaurant that serves beer <br />and wine by the glass only, then addressed the Council, stating they <br />were the establishment the Planning and Zoning Commission had granted <br />the specific use permit to for the selling of beer and wine. They <br />said they were a restaurant and were not interested in becoming a <br />beer hall or beer joint. They do not sell beer by the pitcher and <br />they are not permitted to allow customers to leave the premises with <br />beer or wine in containers. They are chiefly a restaurant and only <br />wish to serve beer and wine by the glass to customers who are purchas- <br />ing food. Mrs. Norris moved that the appeal of the Johnsons be denied <br />and that the zoning stand as granted by the Planning and Zoning Commis- <br />sion and Mr. James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of an appointment <br />to the Civil Service Commission. City Manager A. C. Gonzalez advised <br />the Council tYat the appointment he had been considering lived out of <br />town and that he would be presenting the name of Mrs. Ora Jean Young <br />to the Council at a future meeting for their approval to the Civil <br />Service Commission.
