2 <br />MINUTES OF THE REGULAR MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DECEMBER 30, 1981 <br /> <br />PRESENT: Mayor <br />Emmie Craddock <br />Council Members <br />Karl W. Mr. Cavazos moved <br />to approve the minutes and Mr. Brown seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration approval of the minutes <br />of the Regular Meeting held December 14, 1981. Mrs. Norris moved <br />to approve the minutes and Mr. Kreczmer seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration approval of a Zoning <br />Ordinance on third and final reading, the caption which was read <br />as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING LOT NO. SIX (6) IN BLOCK <br />NO. THREE (3) OF THE CARROLL AND HOFHEINZ ADDITION, <br />A/K/A 1533 BELVIN, FROM "R-1" (SINGLE-FAMILY DWELLING <br />DISTRICT) TO "R-2" (DUPLEX OR TWO-FAMILY DWELLING DIS- <br />TRICT). <br />Mr. Cavazos moved for the adoption of the Ordinance and Mr. Kreczmer <br />seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for presentation alternatives to the Interim <br />Site Development Ordinance that would provide protection of the San <br />Marcos environment. City Manager A. C. Gonzalez reviewed with Council <br />a comparison analysis of the Interim Site Development Ordinance (Al- <br />ternate I) and a Landscaping Ordinance, with suggested amendments to <br />the existing Interim Zoning Ordinance and Interim Subdivision Ordin- <br />ance (Alternate II). The purpose of an alternative being offered was <br />to provide protection for the environment without expending addition- <br />al funds. Under Alternate I the cost could be passed through a fee <br />schedule, based on the cost of the consulting firm on an individual <br />basis. The taxpayer would not need to bear the cost. An estimated <br />cost on the enforcement of Alternate I would be $57,845.00 per year, <br />a copy of such estimate attached to these minutes. Mr. Gonzalez also <br />reviewed with Council a comparison chart between Alternates I and II <br />which provided the impact concerning coverage, density, erosion, slope, <br />vegetation protection, water volume, water quality, advantages and dis- <br />advantages of each Alternate, a copy of the chart being attached to <br />these minutes.
