MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 25, 1993 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Council Members Betty Jane Kissler Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of three appointments to the Commission for Women. Mr. Moore moved to appoint Andrea Heaberlin and Mayor Morris moved to appoint Diane Arredondo, which passed unanimously. The remaining appointment will be rescheduled at the next meeting. Mayor Morris introduced for consideration approval of one appointment to the Ethics Review Commission to complete a vacancy. Mayor Morris moved to appoint Lunelle Anderson, which passed unanimously. Mayor Morris introduced for consideration appointments to the Convention Facility/Recreation Facility Task Force. The City Council discussed how many members they wished to appoint. It was consensus to appoint 15 members, each Council Member appointing two and the Mayor appointing three requiring each member to reside in the City limits. The appointments will be rescheduled for February 8. Mayor Morris introduced for consideration appointments to the Mayor's Commission on Youth (Temporary). The Council wants the members who have previously been appointed to remain on the Commission. Several appointments need to be.made to fill vacancies of students who have graduated and a parent who will no longer be able to serve on the Commission. Mr. Moore moved to appoint Deborah Banks (parent) and Mayor Morris moved to appoint Belinda Byas (student), which passed unanimously. The remaining appointments will be rescheduled for February 8. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL ~F THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1992-1993 FISCAL YEAR TO PROVIDE FUNDING FOR THE BLANCO RIVER WATER LINE PROJECT; AND DECLARING AN EMERGENCY. * Messrs.~Guerra and Plummer were not present at this'meeting.
