Hopkins - Flood Mitigation Workshop <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />With a quorum present, the workshop meeting of the San Marcos City Council <br />was called to order by Mayor Guerrero at 5:32 p.m. Monday, April 25, 2016 in <br />the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Council Member Prather arrived after roll call at 6:15 p.m. <br />Present: 7 - Mayor Daniel Guerrero, Mayor Pro-Tem John Thomaides, Council Member Jude <br />Prather, Deputy Mayor Pro Tem Lisa Prewitt, Council Member Jane Hughson, <br />Council Member Melissa Derrick and Council Member Scott Gregson <br />1. Receive a Staff presentation and hold discussion regarding Flooding, Floodplain <br />Management, Future Projects and CDBG- DR Grant and provide direction to Staff. <br />Laurie Moyer, Director of Engineering, provided the Council with an <br />introduction to the presentation regarding FEMA map revisions, Flood <br />Ordinance changes, potential flood drainage & Corps of Engineers projects <br />and CDBG - Disaster recovery. <br />Richard Reynosa, Floodplain Manager, provided the Council with information <br />regarding the FEMA Map revisions and Flood Ordinance changes. <br />Council provided direction to bring back a future discussion item for proposed <br />ordinance revisions regarding no-rise floodplain, fill standards, compensatory <br />storage, materials storage, elevation requirement to 2 feet above base flood <br />elevation, wet floodproofmg, dry floodproofmg, and site access. Council <br />provided direction to provide a matrix illustrating each of these items and <br />implementation of each comparable to other communities. Council provided <br />direction to move forward with the adoption of a working flood model and <br />bringing back a Model Review Fees for 1D and 2D Hydraulic Analysis Review. <br />Proposed fees are $2,500 for 1D and $4,000 for 2D Hydraulic Analysis Review. <br />Rey Garcia, Senior Engineer, provided the Council with a review of the <br />drainage projects in historically flooded areas. <br />Jared Miller, City Manager, provided the Council with updates regarding the <br />CW of San Marcos Page 1 <br />
